Visit www.atf.gov Responsibilities This position is located under the Office of Science and Technology (OST), Laboratory Services, Forensic Science Laboratory in Atlanta, Georgia and Washington, District of Columbia. The primary purpose of this position is to manage budget and financial activities within OST. The incumbent's work directly impacts the ability of OST to accomplish its scientific and technical mission. GS-12: Prepares detailed budget estimates, justification statements, and budget execution in accordance with division, ATF, and DOJ procedures to aid the field division in its mission and functions. Utilizes an automated financial system to generate and prepare reports and monitor all Field Division financial transactions and identifies and resolve funding inquiries using an automated system. Provides advice and recommendations on the distribution of allotments and availability of resources due to variance from budget forecasts versus actual budget costs and conducts management reviews and transactional audits to ensure compliance with fiscal policies and procedures. Serves as an expert advisor and consultant to management, represents organization at conferences and meetings relative to financial matters, participates or leads projects that involve gathering and analyzing financial data. Prepares basic reports, analyses, justifications, briefing documents, and exhibits in support of budget estimates or specific budget requests. GS-13: Functions as the senior budget analyst, managing and overseeing overall budget and related financial activities. Establishes effective control and operational procedures to ensure financial accountability, evaluates current business processes and develops plans to improve business operations, analyzes spending trends and recommends financial re-programming actions taking into consideration program requirements. Monitors contracts and advises the Contracting Office Representatives (CORs) and develops budget justification and conducts cost-benefit analyses for major acquisitions. Works in conjunction with program analysts to coordinate budget needs and effectively communicates with supervisor and the management team about financial issues and budget proposals. Delivers briefings and provides written justification of complex programs to top managers to influence decisions and guidance.
