Description
Principle Objective:
Oversees the provision of quality care and services for children, youth and families in Graham Windham city based Enhanced Family Foster Care Program
Vision & Leadership:
Upholds the agency’s mission and articulates a vision, and a clear plan of actions towards that vision.
Drives and sustains change; champions best practices adopted by ACS and Graham Windham.
Key partner in strategic planning in the support, recruitment and the retention of Foster Parent.
Creates and maintains a supportive working and learning environment.
Represents the agency in public functions, in meetings and other forums with government and private funders.
Models and promotes dependable, responsible, professional and accountable behavior as well as positive program norms and teamwork; supports program philosophy; effectively integrates with other disciplines.
Confronts and discourages negative behavior, attitudes and program norms; models enthusiasm and participation in program activities.
Helps to define issues, extract and validate information and to find “solutions” when alternatives, information and objectives are ambiguous, deciding on the best uses of time and other scarce organizational resources.
Work with Children, Youth & Birth and Foster Families:
Supervises the leaders of the Recruitment, Development and Support teams and preserve a close collaboration with the case management staff to ensure the safety and wellbeing of all children in the EFFC Programs:
Designs and implement service plans for families and children that are inclusive of stakeholders’ input; strengths-based; realistic, effective, provide meaningful assistance and behavioral change; and are in accordance with City, State and Federal Regulations and mandates.
Ensures that children and youth are living in environments, with birth or foster families that are safe, nurturing, loving, and stable.
Oversees Recruitment, Development and Support of foster parents (RDS) for a foster parent network of approximately 500 homes
Has regular communication with Foster ParentRecruitment, Development & Supportdepartment to ensure our 500 plus foster parent network receive the support, intervention, training around new policies and procedures.
Build a robust on-line foster parent recruitment campaign.
Offer and host Quarterly Foster Parents town hall meetings to elicit feedback to strengthen service and support delivery.
Oversee the placement of all children into our Enhanced Foster care program.
Ensure the licensure and certification of all foster homes meet the OCFS and ACS standards (i.e. Training, SCR, Fingerprint, back up resource and comprehensive assessment).
Monitor the OSI and Corrective Action Process and the housing support for parents whose children are in care.
Responds with urgency and intentionality when addressing the time-sensitive needs of children and families along with all other staff demonstrates approachability and an interest in listening to, building trust with and supporting birth and foster parents, children and youth.
partner with families on the use of the Strong Families initiatives, usingSolution-Based Caseworkand other effective practices, to develop, practice and implement effective plans to parent their children safely at home.
anticipates and prevents casework crises through sound assessments, proactive planning, and engagement and decision-making.; and in Collaboration with Family Success, Graham Slam, Care Coordination, Mental Health Services, and Graham‘s Residential program.
Supervise the Education and FTC Facilitation Teams.
Participate in Division’s strategic planning, policy making and foster parent training curriculum development
Staff Recruitment & Development:
Recruits, develops and supports a diverse, talented and committed workforce.
Listens, builds trust with, coaches, teaches and supports staff.
Evaluates staff performance, accurately assessing the strengths and developmental needs of team members.
Supports and coach staff towards strong performance and recognize and celebrate their achievements.
Management & Organization:
Provides supportive, programmatic and clinical supervision to supervisors; at least bi-weekly for individual supervision and holds team meetings on a monthly basis.
Achieves and maintains hospitable and welcoming environments which allow staff to interact respectfully with children, youth, foster parents and families; embrace diversity and difference, and promote learning and growth.
Insists on organization and professional functionality of each office as it pertains to the uses of visit/interview space, agency vehicles and other resources, and receptionist/ security/ maintenance coverage.
Ensures accountability for quality practice and results, without compromising the dignity of others.
Responds to case emergencies outside of scheduled work hours. Provides back-up on call coverage as needed.
Contributes to preparation for audits and accreditation; Ensures appropriate record keeping
Ensures compliance with the timely submission of reports and deliverables.

Qualifications
Qualifications:
Master’s Degree in Social Work or related field
At least 5 years managerial experience in child welfare
Demonstrated skill and experience working with foster families and youth in foster care
Working knowledge of NYS OCFS/ACS Home- finding and foster care procedures and regulations, BInti, Connections databases.
Excellent verbal and written communication skills
Bilingual Spanish/English preferred
