Essential Duties and Responsibilities

Provide support and assistance to design, develop, integrate, test, and deploy a modernized Business Master File (BMF) platform.

Support day-to-day Operations and Maintenance (OM) work based on IRS priorities.

Provide project management, OM, development, modernization, enhancements, software development, legislative changes, and developmental OM upgrades.

Understand assembly instructions, addressing modes, data manipulation techniques, and job control processing.

Provide support with legacy code business rules extraction and code conversion.

Automate job scheduling, manage workflows, and monitor job execution.

Understand object-oriented programming principles, Java syntax, libraries, frameworks, and best practices.

Translate assembly logic to modern constructs such as mapping assembly instructions to equivalent Java code using loops, conditional statements, functions, and object-oriented design patterns.

Required Skills and Experience

Experience with IRS Core Record Layout (CRL), QSAM Data Formats.

Must possess in-depth knowledge of IBM Zero Operating System (z/OS) assembly language.

Must be familiar with IBM mainframe architect, including concepts like storage hierarchy (registers, memory, I/O), system calls (SVCs), and interrupt handling mechanisms.

Must possess knowledge of CA Endevor Software Change Manager (SCM) tool, including version control, release management, security and access control, and integration of Endevor with other development tools.

Must possess knowledge of Baseboard Management Controller (BMC) Control-M.

Must possess an understanding of mainframe tools.

Must possess in-depth knowledge of legacy mainframe data formats.

Professional Certifications n/a

Years of Professional Experience Three (3) years’ experience with the IRS

Desired experience Experience with IRS Core Record Layout (CRL, QSAM Data Formats.

Experience with IRS Individual Master File (IMF) or Business Master File (BMF).

Formal Education Bachelor’s Degree required

Citizenship Requirement U.S. Citizenship required for this specific opportunity

Security Clearance Requirements Must possess or qualify for a Public Trust (MBI)
