Summary The incumbent serves as a technical specialist responsible for soliciting, acquiring, collecting, evaluating, compiling and selecting appropriate technical navigational and related operational data for inclusion in aeronautical products and publications. Responsibilities The incumbent will be involved with formal and on-the –job training in the preparation of Aeronautical information for dissemination in the Federal Notice to Air Missions (NOTAM) System (FNS) to ensure a safe and efficient National Airspace System (NAS). Assignments at this level are characterized by a higher degree of responsibility, subject matter expertise, and complexity than is typical of the FG-9 level. The specialist is considered an authority in one major subject matter area and has final authority for the technical content of the publication or publications to which the material is directed. Typical assignments may include the following: revising aeronautical data contained in products/publications; ensuring appropriate application of Federal Aviation Regulations, specifications, standards and criteria; resolving data discrepancies and notifying manager of unresolved problems and work issues; developing Notices to Air Missions; analyzing, evaluating and verifying quality of digital products; establishing and maintaining effective communications with the aviation industry. The manager or team lead assigns work and provides general guidelines on procedures and processes. The employee and manager, in joint consultation, develop deadlines, milestones, projects and work to be done. The employee carries out work assignments independently within the general parameters defined by the manager, team lead or higher level specialist. Keeps the manager informed of progress and controversial matters. Unusual or sensitive issues are referred to the manager, team lead or higher graded specialist for resolution. Completed work is reviewed for effectiveness in meeting requirements or expected results. Contacts are with agency personnel internal and external to the organization (i.e., regions, centers, and other FAA Offices), other departments and agencies of Government - both foreign and domestic, and external customers. Qualifications TO QUALIFY FOR THIS POSITION AT THE FG-11 LEVEL, you must demonstrate in your application that you possess at least one (1) year of Specialized Experience equivalent to the FG-9 level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes: Experience evaluating Navigational Aid (NAVAID) outages whether temporary and permanent; and the impact on Instrument Flight Procedures (IFP). Apply basic instrument flight procedure principles for revising terminal/en-route instrument flight procedures and creation/dissemination of Notice for Aircrew Missions (NOTAM); experience as a Pilot, Navigator and/or Air Traffic Control. OR Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
