The primary purpose of this position is to provide a wide variety of management-related Human Resources/Manpower administrative and personnel support functions to the Countering Weapons of Mass Destruction Fusion Cell (CWMD-FC) Responsibilities Perform staff officer and management advisory services to Deputy Director and managers on current/projected issues concerning personnel management, resources, and manpower impacting military and civilian employees Serve as the Human Resource Advisor providing advisory services on military and civilian personnel matters along with civilian personnel recruitment and placement actions requiring identification and analysis of management staffing problems, and development of solutions considering the total personnel management viewpoint Direct and manage the Fusion Cell's personnel support programs Serve as the principal directorate security manager Establish, develop, and maintain office support procedures and requirements Direct and manage the Fusion Cell civilian and military performance reports, promotions and decorations programs for the CWMD-FC. Plan and organize the Fusion Cell's organizational arrangement and workflow for appraisals and decorations Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) knowledge and skill in applying analytical and evaluative and investigate methods and techniques in issues concerning the efficiency effectiveness of organization's personnel, program, manpower, and administrative support, for both civilian and military program operations; (2) knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the areas studied; (3) knowledge in applying conducting studies, analyzing findings and making recommendations on substantive operating programs such as manpower and resources in which the employee is expected to analyze and advise leadership on proposed reorganizations or realignments of functions based on what is required. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position; or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of HR, Manpower, and other personnel/administrative procedures and ability to interpret and apply complex directives and instructions. Knowledge of the missions, functions, organizations, and offices of Headquarters, U.S. Special Operations Command and its component commands as well as knowledge of Special Operations peculiar roles and missions. Knowledge of a wide-variety of OPM, DoD, higher headquarters, and command policies directives, procedures, practices and processes pertaining to a civilian personnel and internal review program procedures. Knowledge of physical information and personnel security programs and a general familiarity with some of the methods and techniques used in accomplishing security objectives and practical knowledge of security procedures, processes, methods, and techniques applied within the command and knowledge of the verification processes of personal identification against authorization documents for issuance of badges, visitor requests, and controls and restrictions associated with access to command facilities, and classified programs. Skilled in developing and implementing security policies and procedures in coordination with the command Special Security Office and Security Management Office and the ability to review security forms and reports to detect errors or omissions in the information. Ability to effectively prepare documents and present information relate to organizational, administrative, and procedural matters. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
