Description of JobAbout the Work UnitThis position is in the Projects and Grants Accounting unit in CDOT s Divisionof Accounting and Finance in Denver. This unit supports the Federal AidProgram fiscal and financial functions to comply with State and Federalguidelines. Ensures project financial data and status as reflected on reports,billings and inquiry screens are current and accurate. Processes projectfinancial and billing transactions, project openings, bid financialstatements, and project closures accurately, within acceptable time frames,and in a manner consistent with state and federal requirements. Manages andreconciles retainage accounts related to projects. Analyzes all projectrelated metrics to include Trans*port and SAP interfaced data elements.Directs the entire CDOT federal aid billing and local agency billing processincluding the construction program (of up to $700 million of revenuecollections annually), and the indirect rate allocation and recovery program.
About the PositionThis position is responsible to manage CDOT s Project and Grants Accountingunit. This position provides expert accounting and financial managementsupport for the federal aid programs, interprets related Federal and Stateregulations, establishes CDOT policy and procedures based on interpretations,and communicates these procedures. This position is a primary contact withexternal entities such as the Federal Highway Administration to establishcomplex technology solutions and compliant technology procedures to shareinformation, as well as to process reimbursement billings to external systems.This position plays a critical role in facilitating construction project bids,awards, and closures, by performing accounting and financial quality checks.
Major duties and responsibilities include, but are not limited to:
Direct oversight of the financial status of the federal aid programsconsisting of over 2000 open projects and 200 grants;Oversee funding complexity that includes over 40 types of federal funds,restricted and unrestricted state funds, and numerous local and privatefunding sources;Design and implement system safeguards and validations to ensure project/grantcosts meet federal eligibility requirements;Monitor progress of the federal aid program and advance the constructionprogram;Coordi ate with budget analysts on the type of funds in projects to maximizereimbursements;Coordinate with regional personnel on costs eligible for reimbursement,participating vs. nonparticipating as related to federal and nonfederalfunding sources;Resolve differences in interpretation of guidelines pertaining toparticipating costs in the construction project;Provide analytics on the clearance pattern for warrants and EFT thatestablishes the methodology for the federal aid billing process per CMIAguidelines;Coordinate with other units on grants to ensure they are applied for timely,billings are submitted in the appropriate federal system, and grants areclosed out;Identify improvements to processes and/or reports which will improve fiscalaccountability and controls;Interpret and clarify accounting and fiscal data and provide training andguidance to CDOT staff on accounting processes, coding requirements,budgeting, obligation, reports, inquiry screens, and other information;Analyze program costs, program delivery costs, and other costs for audits, EEOcompliance, etc.;Direct and review the activities of the unit; establish priorities, qualitystandards, procedures, and criteria to be followed;Other duties as assigned.
