Expected salary range of $117,900 to $131,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).
PRIMARY PURPOSE OF POSITION
The position manages ERCOT regulatory policy affairs for Constellation. The position creates value by developing and advancing Constellation’s wholesale and retail market policy positions in the rapidly evolving ERCOT electricity market. The successful candidate will work closely with Constellation’s commercial business units to identify commercial opportunities and risks in ERCOT. In this heavily collaborative position, an ideal candidate will function as a critical information conduit, responsible for keeping internal teams abreast of meaningful legislative and regulatory trends and initiatives impacting electricity markets. Through advocacy, persuasion, and collaboration this position will advocate on behalf of Constellation to external stakeholders at the regional, RTO/ISO, state and trade association level. This position reports directly to the Director, Wholesale Market Development and Market Policy for the ERCOT Region.
This position is an individual contributor supporting CEG’s commercial and strategy aims in the ERCOT region through quantitative and qualitative analysis of potential public policy, market design, and commercial strategy initiatives. They will translate this analysis into advocacy aims that are clearly communicated internally and externally. The position will develop advocacy priorities and execution strategies for initiatives with responsibilities increasing with experience. This position reports directly to the Director, Wholesale Market Development and Market Policy for the ERCOT Region.
Location : This position is hybrid and will require some travel. Preference for candidates living in Texas.
PRIMARY DUTIES AND ACCOUNTABILITIES
• Analyze, propose, and advocate for market rules and policies in ERCOT to support Constellation’s commercial business; identify emerging resource and load trends and policies that provide commercial opportunities or create commercial risks for the business.
• Work with internal and external resources to help develop and execute strategic policies and advocacy positions that support effective competitive markets and policy objectives.
• Review relevant ERCOT, state legislative, regulatory and public policy initiatives and identify relevant issues and timely communicate with respect to impact on Constellation.
• Provide support for regional and state officials, as appropriate, and help support relationships between the company and officials at governmental bodies including the PUCT.

MINIMUM QUALIFICATIONS
• Four-year degree in political science, public policy, economics, or related field
• 8+ years professional experience, with 3+ years experience specializing in state regulatory affairs focusing on energy, utility and/or environmental policies.
• Excellent communication and relationship building skills to enhance the effectiveness of Constellation’s advocacy by assisting in building and supporting coalitions and representing the company within regional and state organizations.
• Strong interpersonal skills to serve as an effective liaison between corporate leadership and government officials.
• Ability to develop and implement strategic initiatives in support of company policy objectives.
• Ability to effectively communicate complex recommendations to a variety of audiences including Sr Management.
• Ability to understand risk and return relationships within a portfolio context and recommend strategies to manage risk and enhance returns.
• Ability to create practical solutions to complex problems through collaboration and data driven analytics as needed.
• Ability to analyze pending market rules and impacts.
PREFERRED QUALIFICATIONS
• Understanding of energy industry broadly, and the electric generation sector with a preference of deeper knowledge of the Texas energy market and its regulatory framework.
• Experience with ERCOT and/or PUCT.
• Regulatory compliance and wholesale market design experience.
• Understanding of transmission interconnection and congestion.
• Experience with thermal Resources, energy storage, and variable resource integration.
• Ability to identify company policy and interests during ERCOT and PUCT meetings to advise and coordinate advocacy position and response of internal stakeholders.
