Resp & Qualifications
PURPOSE:
Provide planning and governance oversight for the enterprise in partnership with CareFirst executive leadership team and senior decision-makers. Facilitate dialogue with divisional leaders and goal owners to inform and shape both multi-year strategic plans and annual operating plans. Provide executive thought partnership, constructive feedback/support, strategic problem-solving, and development of executive presentations with confidence, intellectual curiosity, and respect for confidentiality. Ensure accountability and efficient execution across the enterprise through ongoing governance cadence, including participation in key forums, participate in maintenance of corporate dashboards and metrics reporting, and acting as a trusted knowledge source and advisor to leaders and goal owners across the enterprise.
ESSENTIAL FUNCTIONS:
Multi-year strategic planning facilitation and advisory
Collaborate with executive leadership, Strategy team, and Market Insights to facilitate a process for development of next corporate strategy (2026 2028)
Advise company leaders and goal owners in the identification of desired business outcomes, appropriate metrics, leading and lagging indicators, and key actions to achieve optimal business performance.
Consult with internal and external subject matter experts to develop a comprehensive understanding of best practices in corporate strategy and high-performing health plans.
Administer an annual process to support divisions in the creation of annual operating plans (divisional plans).
Ensure operating plans align to corporate strategy.
Ensure key actions and efforts sufficient to fulfill strategy.
Facilitate alignment in action through resolution of interdependencies and commitments between divisions.
Consult in creation of annual incentive plan (AIP) metrics.
Prepare materials for Board of Directors as needed and implied by corporate calendar.
Incorporate Market Insights into development of annual plans.
Develop a broad internal network and build relationships with leaders and goal owners across the enterprise to gain insights into strategic strengths and challenges, interdependencies, and opportunities.
Ongoing governance
Support Planning & governance team members each planning cycle in the definition of goal reporting requirements and regular reporting with goal owners.
Support goal owners in production of all necessary documentation and templates to facilitate efficient performance reporting.
Participate in and consult to key leadership and governance forums across the enterprise (examples: monthly Executive Council, Enterprise Tech Architecture roadmap, weekly Business Performance Forum, weekly new initiative intake process).
Recommend temporary task forces and structure as necessary to address cross-functional initiatives.
Collaborate with Market Insights & Business consulting groups (both within Strategy) to incorporate key external insights into planning and identify potential business problems for strategic consulting expertise.
Collaborate with key partners (ex. Finance, Operations, Internal Communications, Risk) across the enterprise to ensure transparent communications, risk management practices and proactive identification of performance issues.
QUALIFICATIONS:
Education Level: Bachelor's Degree OR in lieu of education, 4 years of relevant work experience is required in addition to the required work experience.
Experience: 10 years relevant work experience with increasing levels of responsibility in healthcare, short and long-term strategy management, or payer/provider organizations.
Preferred Qualifications:
Master's Degree, MBA, MPH, MHAKnowledge, Skills and Abilities (KSAs)
Corporate strategy experience in a health plan, health system, or health-related corporation strongly preferred.
Experience in a health plan, consulting, strategic planning, or finance environment, demanding a sophisticated approach to understanding strategic needs, financial/industry models, competitive trends and business impact.
Demonstrated ability to establish credibility with executives and senior management.
Proven experience in leading meetings comprised of multi-disciplinary teams of management and associates at all levels to drive towards consensus and action.
Strategic agility, structured thinking, and intellectual curiosity.
Strong analytical and critical thinking skills. Ability to organically offer perspectives and insights.Salary Range: $132,000 - $235,950
