Job Summary:
Tuvli, an Akima company, is hiring for a Public Diplomacy Analyst to support our DoS client located in Washington, DC.
Job Responsibilities:
Collect and analyze U.S. government produced PD highlight reports, cables, and other data.
Develop reporting templates and standardized benchmarks for tracking PD activity and effectiveness over time and across missions.
Use collected data to develop and draft reporting that advises and informs senior Department leaders, the interagency, EAP/PD, and PD offices in the field.
Provide inputs for remarks and talking points drafted for senior government officials.
Assist in the coordination among various bureaus and offices for developing and implementing EAP’s PD policy initiatives and strategies.
Provide expertise as requested in the design and implementation of PD activity measurement strategies by bureau and post PD officers.
Contribute to the design of PD bureau grants and advise and provide guidance to posts on monitoring and evaluation plans for overseas grants. Collaborate closely with posts in the region, R, ECA, GEC, GPA, and regional bureaus.
Potential travel overseas to EAP posts or regional training workshops for PD practitioners throughout the year.
Report to the EAP/PD Policy and Coordination Officer.
Minimum Qualifications:
2 years of public diplomacy experience.
Active DoD Top Secret Clearance.
Background in Data analytics, Marketing, Public Diplomacy, Communication or another related field; OR background in foreign affairs and/or international relations; OR prior U.S. federal government experience.
Expert understanding of public diplomacy (or public outreach), its tools, and methods.
Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of complex programs.
Experience conducting formative research into audience needs to guide the development of outreach programs/campaigns and monitoring and evaluation of those programs/campaigns.
Knowledge of U.S. foreign policy objectives in the Asia-Pacific region. Asian language proficiency and work in EAP region preferred but not required.
Skill in oral and written communications to interface with individuals at all levels, both within and outside the government.
Mastery of persuasive writing and rhetorical style as they relate to the preparation of preparing remarks for public delivery.
Extensive skill in interpersonal relationships, including the ability to establish and maintain effective partnerships and working relationships with Department and Bureau leadership.
Demonstrated ability to take direction from superiors, effectively work in a team environment, and meet deadlines.
