Summary This position is located in the Office of the Director at the Fayetteville VA Medical Center in Fayetteville, NC. The primary purpose of the position is to provide leadership, strategic direction, and oversight of the compliance activities for the medical facility, ensuring a standardized, effective, and efficient approach. Responsibilities Develops, recommends, and implements Compliance and Integrity program goals for operational units within the local health care system using national program guidance and policy. Develops detailed program and/or project plans, tasks, milestone dates, and schedules to ensure proper sequencing of events and tracking of processes, and costs. Communicates timely with senior executives on any urgent and/or significant compliance or business integrity issues, alerting of any noncompliant or unethical activity detected, and taking action to correct identified problem areas. Provides senior executives and executive committees regular reporting on program implementation, monitoring efforts, and effectiveness of the local health care system's Compliance and Integrity program. Exercises oversight of implementation of the Compliance and Integrity program within the local health care system to ensure effectiveness. Recommends remediation or disciplinary measures to operational management when Compliance and Integrity goals are unmet. Establishes program objectives and units of measure for determining progress. Implements national Compliance and Integrity controls, solutions, and programs to manage and mitigate key risks that may adversely impact the local health care system objectives, compliance with regulations, and/or overall reputation. Establishes and maintains the "tone at the top" within the local health care system for Compliance and Integrity. Provides regular communications to local health care system staff on the importance of Compliance and Integrity. Drafts guidance and direction regarding program management and reporting. Periodically performs local health care system-wide reviews of internal controls over prioritized risk areas and determines adequacy in preventing compliance failures. Plans and initiates a comprehensive evaluation system for review and analysis of proposed costs, program development, and performance. Participates in meetings with internal staff and representative operational units within the local health care system to determine compliance program status, major milestones, potential slippage or increased costs, and actions required to maintain or improve program or project schedules. Develops close working relationships with senior management to understand local strategy, needs, and risks. Analyzes and prioritizes local risks and develops proactive strategies for mitigating. Performs other duties as assigned. OR, IOR Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. NOTE: Applicants may meet the IOR based on a combination of education and experience, as outlined above. In addition to meeting the IOR requirement, applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation. Specialized Experience Requirement: To qualify for this position at the GS-12 Full Performance Level, applicants must have a minimum one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: analyzing and developing major administrative aspects of mission-oriented programs; evaluating the effectiveness of programs conducted throughout a medical facility; identifying and developing ways to implement program goals and objectives and resolve problems; and developing administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments. Additional Information Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service.
