Abt Associates seeks a qualified Evaluation Analyst for the anticipated MCC Cote d’Ivoire TVET Activity Evaluation.
This TVET Activity aims to improve the acquisition of quality, in-demand technical skills and increase job placement rates among graduates from private sector-led TVET centers. It seeks to provide training to students in the skills and knowledge in-demand by the private sector. This new TVET model will be implemented through new and sustainable training centers, developed and managed through a public-private partnership with the private sector in Côte d'Ivoire. The TVET activity consists of two sub-activities designed to implement and support this new TVET model: (i) A New Model for Private Sector-led TVET sub-Activity; and (ii) TVET Quality Management and Accountability sub-Activity.
The evaluation of the TVET activity will seek to determine the extent to which the project was implemented according to plan (in terms of quantity and quality of outputs), whether the project achieved its stated objective in the timeframe and magnitude expected, and why or why not. The Evaluation Analyst will be expected to work collaboratively with the Abt evaluation team; to coordinate evaluation logistics within Cote d’Ivoire; and to support evaluation design and implementation. This position is anticipated to be part time and is contingent upon award of the evaluation to Abt Associates.
Responsibilities:
Coordinate and support the management of day-to-day activities of the evaluation, including organizing primary data collection (e.g. key informant interviews, focus group discussions, and surveys), and gathering secondary data from key sources.
Travel to project sites to collect data and conduct data quality spot checks.
Identify and schedule meetings with key stakeholders.
Provide technical inputs to contextualize the evaluation and support the development of qualitative and/or quantitative data collection instruments.
Participate in the development and delivery of client products such as reports and presentations as needed.
Qualifications:
Bachelor’s degree in a relevant subject area, Master’s degree preferred.
A minimum of 5 years of experience in international development program evaluation, preferably with some experience supporting evaluations of adult education and/or workforce development programs.
Experience with qualitative and/or quantitative data collection (e.g. interviews, focus group discussions, surveys).
Candidate must be based in Cote d’Ivoire.
Fluency in French and at least one local language required; fluency in English preferred.
