Summary: Under the guidance and direction of the Deputy Director ofInspection and Special Services, the Economic Mobility ReferralSpecialist is the point person between the partnership with MassHire andRCAP Solutions. This position is responsible for recruitment, referral,and support enrollment of interested Section 8 Housing Choice Voucherparticipants who would like to further explore education and employmentopportunities to enhance their financial well-clients. EssentialFunctions & Responsibilities: Be the point person between thepartnership with MassHire and RCAP Solutions. Develop marketingmaterials and conduct focused outreach that works toward economicmobility programs goals. Conduct regularly scheduled webinars andinformational sessions regarding economic mobility programs. Attendvoucher briefings to provide information about economic mobilityprograms (FSS, MCP), and be available as needed, to meet withparticipants at annual and interim recertification process. Connect withProgram Representatives to be invited to prospective meetings. Regularlymail up-to-date information about economic mobility programs (includingupcoming training, resources, etc.) to prospective participants. Meetwith prospective participants to understand their goals and potentialbarriers related to employment, education, etc. Determine whichprogram(s) would be the best fit for the participant. Maintain acaseload of interested participant referral and assist prospectiveprogram participants with the enrollment process ? registering fororientations, assisting with documentation needed. Promptly connect theparticipant directly to the appropriate Family Self SufficiencyCoordinators and/or Career Navigator staff by providing direct referral.Meet regularly with Program Reps, FSS and MCP staff to update status ofreferral, client progress toward attainment of goals and participantsthat have been terminated from the subsidy program. Follow up withparticipants who have expressed interest in the program but have notenrolled to determine if they have any questions or barriers that impedethem to participate or move forward. Work closely with Career Navigatoron participants that are enrolled and are unresponsive to assist withany barriers or answer any questions. Collect community resources andservices available to help support clients overcome barriers. Maintainrelationships with providers in the community that offer resources andservices. Research any specific resources and services identified byparticipants, when necessary. In conjunction with program staff collectparticipant feedback and make suggestions on program improvementsPerform other duties as assigned and/or as required by funding source.Required Education, Experience, Knowledge, Skills, and Abilities:Bachelor\'s Degree, or associate degree with 4 years\' experience insocial services. Three years of human services/social work,counselling/case management, or related field. Good interviewing andassessment skills, strong verbal, and written communication. Ability todo public speaking. Knowledge of computer systems and databasefunctions. Able to create, organize and maintain tracking methods.Bilingual (Spanish) is a must, Valid driver\'s license.
