Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
Duties Description The incumbent will report to the Disaster Recovery Public Assistance Administration Unit. Duties included, but not limited to:• Knowledgeable in federal regulations, policy and guidance related to the various disaster assistance program to include the Robert G. Stafford Act, 44 Code of Federal Regulation (CFR), FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance programs, Office of General Services (OGS) procurement policies, Office of the State Comptroller (OSC) polices, Division of the Budget (DOB) policies, and related information as appropriate. • Function as primary subject matter expert, consultant and interpreter on all applicable State and federal laws, rules, regulations, policies, and protocols. Analyze legislation and act as a resource for internal staff, program associates and other stakeholders.• Provide subject matter expertise and assistance to program staff and other stakeholders engaged in State lead Recovery activities.• Provide management level oversight for federal disaster assistance grants to repair and replace infrastructure and implement mitigation measures in future disasters.• Monitor open projects and makes recommendations for completion and closure.• Develop and understand program policy and priorities in support of DHSES Recovery Program goals.• Develop new statewide objectives and priorities as needed.• Initiate, participate in discussions, and monitor trends on policy and program changes and implications for states and sub-grantees with administrators and program leads in FEMA HQ, FEMA regions, and other states.• Establish and monitor FEMA program deadlines and reporting requirements, and communicate regularly with FEMA, state, local, voluntary, and not for profit organizations and staff.• Develop and deliver training and presentations on Recovery programs in a wide variety of national or regional professional forums to peers, elected officials, local and non-profit organizations.• Manage daily program operations for the section.• Respond to the Office of the Inspector General, FEMA and OSC Program Audits.• Interface on a regular basis with FEMA and regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met.• Provide analysis and advice to Agency management on the administration of the programs, program and fiscal policy, improvements in reporting, cost effectiveness of programs, and budget priorities.• Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serves as a lead State Recovery program representative or in other leadership roles during active disasters.• Establish performance metrics and controls to measure effectiveness of internal section procedures.• Perform the full range of supervisory responsibilities.• Perform other duties and special projects as required.NOTE:• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
