If yes, the Public Assistance Grant Administrator position, for the Maine Emergency Management Agency, may be for you. The Public Assistance Grant Administrator is a professional/technical services position with the Maine Emergency Management Agency. This position assists with the management, administration, and enhancement of the FEMA Public Assistance Program. This disaster recovery program is designed to provide supplemental grants to state, tribal, territorial, and local governments, and certain types of private non-profits to help communities quickly respond to and recover from major disasters or emergencies. This position reports to Maine Emergency Management Agency’s State Public Assistance Officer.
This position is in Augusta. This opportunity allows partial telework after an initial training period pending management approval.
Primary responsibilities include:
Review and reconcile records across all open disasters to ensure financial accuracy, programmatic alignment, and effectiveness of tracking mechanisms.
Facilitate and execute quarterly programmatic and financial reports in collaboration with MEMA's Budget Office.
Track project status across all grant recipients and facilitate project closeout.
Facilitate and coordinate grant award and program closeout in collaboration with MEMA's Budget Office.
Facilitate and manage reimbursement questions and concerns with State, Local, Tribal, and Territorial (SLTT) entities as needed to ensure programmatic compliance and an effective and efficient reimbursement process.
Assist in the retention and aggregation of Damage Assessment data after a major event as an aid in determining State of Maine eligibility for pursuing a Major Disaster Declaration.
Review and assist in the dissemination of policy or programmatic changes/updates as they pertain to the Public Assistance program.
Ensure equity and continuity considerations are considered in Recovery trainings, workshops, and outreach pertaining to the Public Assistance program.
Evaluate available data and trends to identify potential opportunities for the State to improve and enhance the management of the Public Assistance program.
Support the development and maintenance of strong partnerships and relationships.
Skills or knowledge required:

Knowledge of Emergency Management practices and related fields.
Knowledge of budget methods, techniques, and practices.
Knowledge of the structure & functions of state, regional & local government.
Knowledge of grants and accessibility of federal and state funds, (5) knowledge of contract administration practices and procedures.
Knowledge of data processing and information services.
Ability to interpret program trends, results, and related data to formulate recommendations.
Ability to manage multiple priorities with strong skills in problem-solving.
Ability to communicate effectively in writing and verbally.
Ability to develop and analyze complex programmatic and financial information.
Ability to work both independently and in a team environment.
Minimum qualifications:
Education, training, and/or experience demonstrating competence in contract or grant administration.
