About Construction Coordinator I

  GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES This is an entry level position in which incumbents are focused of the core functions of the classification: monitoring on site activities, inspecting sites for conformance to plans and specifications and communicating with contractors. Incumbents must have a solid knowledge of construction standards and practices and perform work within a defined framework of procedures and standards. Incumbents may perform some duties independently on a day-to-day basis, but they must maintain frequent contact with supervisors to maintain accountability and seek guidance on complex matters. SUPERVISION RECEIVED:Incumbent works under the direct supervision of the State Quartermaster in support of activities as directed by the Facility Manager. Incumbent periodically completes other tasks as assigned from the Construction and Facilities Management Officer in direct support of agency needs. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES 1. Completes NGB 420R and Environmental Records of Consideration as required for project submission and tracking 2. Responsible for accurate and timely input of project information into PRIDE Web 3. Develops Scopes of Work for A/E services and or construction contracts as required 4. Acts as the CFMO's representative for A/E oversight during design phase 5. Acts· as the CFMO 's representative during construction and provides on-site oversight of construction activities 6. Coordinates all environmental efforts. From project conception through design and completion of construction activities. 7. Develops project overview-narratives and initial construction cost estimates 8. Creation of project schedules/timelines using the Critical Path Method (CPM) 9. Develop project materials lists and construction cost estimates 10. Review and gain an understanding of all project documents including plans, · specifications and submittals to be familiar and current with all aspects of assigned projects. 11. Prepares clear, sound, and accurate informational briefings, planning reports and studies as directed 12. Conducts periodic site inspections to ensure project delivery in accordance with all project documents. 13. Ability to apply working knowledge of accounting principles and payment tracking for invoices and applications for payment 14. Ability to develop and use databases, spreadsheets, and word processing equipment · to provide,-necessary information to contractors, vendors, and military personnel. 15. Maintains liaison with various local, state and federal agencies. And others to exchange information, to resolve problems and to ·coordinate activities. 16. Reviews and analyzes data concerning assigned unit activities in order to improve work methods, determine progress, revises updates using established procedures and/or to provide information to superiors. 17. Receives and processes requests_ through proper agency procedures. Develops and supervises annual inspections throughout the Massachusetts Army National Guard. 18. Performs bi-weekly (or as requested) reconciliation with Resource Manager to provide accurate representation of agencies work. 19. Completes · other duties as assigned by Facilities Operations Specialist on behalf of the Construction and Facilities Management Officer. QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities) 1. Knowledge of basic math and geometry and ability to perform mathematical computations. 2. Knowledge of Energy Management/Energy Project Execution. 3. Knowledge of the principles and practices of facility construction management. 4. Knowledge of the inspection and techniques and safety practices used for facility construction projects. 5. Knowledge of the types and uses materials and equipment used for facility construction projects. 6. Ability to understand, explain and apply the laws, regulations, policies, procedures and standards governing construction. 7. Ability to read and interpret documents such as plans, specification blueprints and drawings 8. Ability to gather and organize information according to established procedures. 9. Ability to communicate effectively, both verbally and in writing. 10. Ability to interact effectively with diverse groups of people. 11. Ability to exercise leadership in group situations. 12. Ability to use a computer to manage databases, communicate and produce written documents. 13. Ability to adapt varying work situations and adjust to meet emergency or changing programs. QUALIFICATIONS ACQUIRED ON JOB(List knowledges, skills, abilities) 1. Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities. 2. Knowledge of the types and uses of agency forms. LICENSE AND/OR CERTIFICATION REQUIRMENTS --Ability to qualify & hold a Military Common Access Card (CAC) -Desire applicants who hold a current Construction Supervisors License Restrictedto 00 as issued by Massachusetts- Department of Public Safety Restricted to 00 –Unrestricted Desire applicants who have completed OSHA 10 Hour Construction Safety & Health or Higher-level Training. *First consideration will be given to those applicants that apply within the first 14 days. Applicants must have (A) at least four (4) years of full-time or equivalent part-time experience in trades, construction, construction management, inspection and/or alteration of building construction projects; or (B) any equivalent combination of the required experience and the substitutions below. _ _ Incumbents are required to have a current and valid Motor Vehicle Driver's License at a Class level specific to assignment. _ _ Substitutions: 1. An associate degree or technical degree in a related field may be substituted for one (1) year of the required experience. A bachelor's degree in a related field may be substituted for four (4) years of the required experience.
