The primary purpose of this position is to directly assists the Director and Deputy Director with the management of internal administrative operations, management of key day-to-day planning, operations and special projects. Collaborates and coordinates assigned functions with leadership, office of primary responsibility and others. Responsibilities Manages and maintains the Director's and Deputy Director's calendars, coordinates meeting arrangements, and schedules meetings and/or conferences including those involving staff from outside the immediate office. Evaluates Directorate's administrative programs to develop and recommend associated program policies and operating procedures. Serves as an analyst and advisor to provide guidance and counseling on business and management practices for application to Directorate programs or operations. Responsible for managing and advising on Front Office records management to ensure compliance with base program guidelines. Maintains computerized databases or information tracking systems (i.e., personnel or administrative management) to track and monitor organizational information. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement of specialized experience at the next lower grade DO-01 (GS-11), or equivalent in other pay systems. Examples of specialized experience includes experience in providing administrative services including but not limited to administrative support systems such as records, procurements, communications, directives, forms, files, and documentation; and experience facilitating formal meetings to include planning itineraries/programs and preparing travel arrangements; and experience with written and oral communications sufficient to prepare and present findings and recommendations, disbursing information on organizational or agency policies, programs, or projects, and liaisoning between all levels of management, outside agencies, private companies, and organizations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the DO-01 (GS-11) level is required to meet the time-in-grade requirements for the DO-02 (GS-12) level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Develops new methods, criteria, policies, or precedents for business management or a professional field. Modifies or adapts established methods and approaches to complex issues that affect a wide range of organizational activities. Communicates important concepts to influence decisions or recommend solutions with specialists and management officials in own organization. Works with customers to define/anticipate problems and develop strategies for effective resolution within a particular program area. Contributes as lead or key member of the team performing the substantive analytical or professional duties in support of the organizational mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application. Official transcripts are not required at the time of application; however, if position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified prior to appointment. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
