  Description

  The Idaho Department of Lands (IDL) has one (1) opening for a Lands Resource Foreman.

  This position is benefitted .83 FTE, working at least 1,726 hours a year, located at our Pend Oreille Supervisory Area Office in Sandpoint, Idaho.

  Minimum filling rate is $20.48. The final salary rate is negotiable based on experience and qualifications.

  The Lands Resource Foreman performs technical, operational, and administrative duties in support of wildland fire suppression management through ensuring daily readiness of assigned personnel and equipment to respond to wildland fires safely and effectively.

  Example of Duties:

  · Assist with the hiring, training, and supervising of seasonal firefighting personnel to perform in a fire environment.

  · Monitor assigned seasonal fire personnel's time and travel.

  · Support and instruct wildland fire and seasonal training courses.

  · Provides input for required Fire Reports to fire managers.

  · Assist in the preparation of necessary operating agreements, inventory, and maintenance reports.

  · Assists in supervising and implementing hazard reduction plans related to wildland fuels reduction and forestry operations.

  · Provide leadership to seasonal crewmembers to ensure fire readiness and safety of assigned personnel and equipment.

  · Conduct safety sessions and after-action reviews and identify and implement corrective actions when necessary.

  · Performs as the Incident Commander on wildland fires and supervises resources from cooperator agencies.

  Minimum Qualification Notice:

  Minimum Qualifications:

  Experience:(Typically gained through successful completion of related college courses or professional trainings or at least one (1) year of work experience in the following areas)

  · Communicating effectively verbally, orally and in writing as appropriate for the needs of the audience through technical reports, correspondence, and oral presentations.

  · Interpreting and navigating with public land survey legal descriptions, aerial photos, and topographic and property ownership maps.

  · Familiarity with Geographic Information Systems (GIS) and/or digital mapping software (AVENZA, Collector, etc.).

  · Supervising wildland fire personnel within their assigned positions. (CRWB-ENGB-HMGB).

  · Instructing formal NWCG wildfire suppression courses (S-100 and S-200) and the informal development of wildfire personnel.

  · Directing and coordinating the daily operations of wildland fire engines, fire crews or helicopters.

  · Maintenance and operation of chainsaws and wildland fire hand tools.

  · Interpreting and applying state and federal laws, rules, and regulations in relation to wildland fire management activities.

  Good knowledge of:(Typically gained through successful completion of related college courses or at least one (1) year of experience in the following areas)

  · Wildland fire behavior.

  · Wildland fire suppression techniques.

  · Fuel reduction techniques.

  Some knowledge of:(Typically gained through successful completion of related college courses or at least one (1) year of experience in the following areas)

  · Wildland fire prevention programs (National Fire Danger Rating System).

  · Smoke management principles.

  · Fire investigation methods.

  · Fire program management principles.

  · Fire dispatching procedures.

  Other:

  · ICT 5 and Required Single Resource Boss for assigned position. (ENGB, CRWB or HMGB) and other appropriate red card qualifications FAL3 or equivalent.

  · Must possess a valid driver's license.

  Overtime/Vacation Accrual FLSA:

  The Fair Labor Standards Act (FLSA) code for this position is Covered (C) Based on the FLSA code for this position, compensatory time will accrue at a rate of 1.5 hours for each 1 hour of overtime worked. Compensatory time off may be provided in lieu of overtime cash compensation. Vacation accrual is based on the FLSA code and accrual rates can be found at: https://dhr.idaho.gov/wp-content/uploads/Section2Vacation-1.pdf (Exception: Employees engaged in Fire Suppression activities for which overtime hours are earned will be paid at the rate of 1.5 times the hourly rate for each one hour of overtime worked. Payment will be made on the regular pay date corresponding to the pay period in which the overtime work occurred.)
