Establishes and maintains financial systems forthe purpose of managing the overall Administrative and Fiscal affairs ofMassHire Holyoke. Position Specific Responsibilities: Participates as amember of MassHire Holyoke?s Executive Management Team (EMT), whichsupports the President/CEO in all aspects of MassHire Holyoke?s mission,vision, operation, and development. Establishes systems to monitor andrecord income using sound accounting principles. Develops and maintainsautomated accounting systems which reflect the needs of MassHire Holyokemanagement, Board of Directors, Regional Workforce Board, DOLWD, andother monitoring and funding agencies. Assures contract compliance inall procurement and other vendor transactions. Works with vendors toassure compliance with terms of contracts, e.g., training, equipmentpurchases, leasing, insurance, etc. Provides technical assistance to thePresident/CEO and the EMT in all budget and RFP development. Preparesregular financial reports as required by both MassHire Holyoke and otheragencies. Serves as contact person for external audits, and contractmonitoring?s, and other participating agencies regarding fiscal issues.Also, maintains a good working relationship with each party. EnsuresMassHire Holyoke compliance with state and federal payroll and taxrequirements. Responsible for establishing and maintaining stronginternal controls and fiscal policies. Responsible for monthly expenseallocation and cash management. Responsible for budgeting, forecasting,risk management, & long-range planning for the organization. Responsiblefor the oversight of all retirement account functions, paymentprocesses, and including but not limited to the 403B audit. Prepares andfiles payroll timely and accurately on a bi-weekly basis. Responsiblefor helping coordinate the implementation of benefit programs, includingbut not limited to, PFLMA, health insurance, and voluntary participationprograms. .
