Department Summary:
The VA Benefit Division (P860) supports the Department of Veterans Affairs (VA) and works specifically with the Benefit delivery organizations in the VA such as the Veterans Benefits Administration (VBA). Currently the Division supports several high profile, complex, and inter-related projects and tasks across VBA including benefits delivery organizations call Lines of Business (LOBs) and support organizations call Staff Offices. The benefits provided by VBA are Disability Compensation, Pension, Home Loan Guaranty, GI Bill Benefits, Life Insurance, Vocational Rehabilitation and Employment, and Service Member Transition support. Staff office support includes the Office of Business Integration, Office of Financial Management, Performance Analyst and Integrity, and many others.
The VA Benefits Division is seeking a highly motivated leader to lead the VA Benefits Business Department. This Department Manager (DM) reports to the VA Benefits Division Managing Director and is expected to collaborate across MITRE, across CGEM and other FFRDCS, and MITRE Labs. The DM is responsible for the successful planning, development, and execution of a portion of the portfolio’s sponsor strategic outcomes and associated work program, as well as responsible for ensuring products delivered to sponsors from the department are of high technical quality, and ensures the hiring, development, and support of their workforce.
Roles and Responsibilities:
Plans, develops, and oversees a portion of the Division’s sponsor strategic outcomes
Supports the Director by providing specific sponsor/program knowledge and expertise
In partnership with the Director, Outcome Leads and PLs, develops close working relationships with sponsor counterparts
In partnership with Director and Outcome Leads, develops and shapes a work program to achieve specific sponsor strategic outcomes
Develops close working relationships with sponsor counterparts, serving as a trusted advisor
Develops and shapes a work program to achieve specific sponsor strategic outcomes
Accountable for strategic work‐shaping opportunities consistent with work program strategy
Collaborates with Divisions and Centers to leverage related activities, use of shared resources, and re‐use of existing products
Ensures the hiring, development, and shaping of the required skills, capabilities, and diversity of the department’s workforce through effective hiring, ongoing coaching and staff development, and monitoring of staff engagement
Effectively engages staff who fall short of expectations & initiates appropriate and timely actions to address poor performance
Ensures product technical quality for all work assigned to their department as identified in the work plan
Works with project leaders to ensure that all staff are appropriately assigned to projects and fully planned
Represents the needs and perspectives of staff to Division leadership
Advocates for department competencies and establishes new work within the Division
Provide technical domain-specific knowledge, leadership, and influence internally and externally across multiple stakeholders to move the mission outcome forward.

Basic Requirements:
Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.
Working knowledge, familiarity with VBA benefits and services
Demonstrated ability to develop trusted relationships and work collaboratively across MITRE and across sponsors
Experience is developing cross enterprise outcomes and coordinating their implementation within government
Demonstrated technical and business leadership
Demonstrated ability to shape and drive high impact, high quality work programs
Experience working with senior sponsor leaders (SES and above)
Knowledge and understanding of VBA culture
