Responsibilities SUMMARY: The primary purpose of this position is to serve as liaison between the installation and unit commanders and Headquarters Pacific Air Forces (HQ PACAF) for allocating and sub-allocating formal training requirements for one Numbered Air Force, two Wings, and multiple tenant units supported by Joint Base Elmendorf-Richardson, AK. DUTIES: Plans, coordinates, and schedules for military technical training allocations and the selection process for noname allocations serving the 11th Air Force, 3d Wing, 673d Air Base Wing, and tenant units located on Joint Base Elmendorf-Richardson AK. Assists with the management of Professional Military Education. Represents the 673d FSS/FSDE formal training section with a variety of installation and functional area organizations. Uses multiple office automation hardware or software with varied functions to produce a wide range of documents. Monitors Transaction Registers. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in applying, an extensive body of military personnel rules, regulations, procedures, and precedents relating to the military formal training program. Knowledge of and skill of military training program to answer questions, resolve issues, prepare reports and coordinate with Headquarters on any issues. Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility. Knowledge of the organization, mission, functions and operations of the installation service to advise on appropriate training requirements and to advise the installation training committee. Knowledge of the format, content and uses of the military personnel record to interpret information for training eligibility. Knowledge of the organization and its functions and programs to answer inquiries of a general nature or to refer them to the responsible staff member. Knowledge of coding in the Military Personnel Data System to enter data and to correct errors in personnel actions and periodic reports. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Military Personnel Data System and Headquarters Air Force Applications to include the Air Force Training Management System and the Air Force Automated Education Management System. 2. Ability to communicate effectively to ensure members are counseled on various training requirements. 3. Knowledge of military and training obligations, military organizational structure, protocol, and similar matters. 4. Knowledge of military personnel automated systems and office automation hardware, software, and peripherals. 5. Knowledge of military policies and procedures relating to the military testing program and an understanding of the coding system and verification data applicable to eligibility requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
