  DEPARTMENT: Emergency Management

  GENERAL SUMMARY: The Training and Exercise Specialist is responsible for the administration of the training and exercise program for all-hazards in Schuylkill County. The Training and Exercise Specialist coordinates regular training for emergency services, municipal coordinators, medical facilities, and schools. This position is responsible for scheduling and maintaining the exercise schedule with drills, tabletop, functional, full-scale exercises throughout the calendar year.

  ESSENTIAL DUTIES AND RESPONSIBILITIES:

  Supports all educational, training or exercise initiatives that are developed, presented, or delivered through the Office of Emergency Management, Local Emergency Planning Committee, or the Schuylkill County Fire Training Center.  Duties include managing advertisement of events, electronic registration, logistic support, check-in, program delivery, record keeping, attendance, certification and distribution, collection, and tabulation of evaluations.

  Works with the SF2DO Board, to administer all aspects of emergency services training for the Schuylkill County Fire Training Center and Countywide programs.  Duties include, but are not limited to, development of an annual training schedule, posting of classes to the appropriate websites, appointing local level instructors to conduct the courses and facilitators to maintain the site, securing resources, supplies and other needs for the courses. Interacts with the appropriate educational entity to provide contracts for instructors and certificates for students. Promotes the site as a local option for all manners of industrial training needs.

  Designs, develops, conducts, and evaluates the County Exercise Program following Homeland Security Exercise and Evaluation Program-HSEEP guidelines.

  JOB SPECIFICATIONS:

  Essential Job Functions

  Supports all operations of the Schuylkill County Emergency Management Agency during non-typical situations or disasters.  Such support may temporarily interfere with normal duties; however, it is in the nature of emergency management to deal with all life safety, community or environmental issues in an efficient and expedient manner before returning to normal operations.Participates in the periodic updates for the Hazard Mitigation Plan, the Threat and Hazard Identification and Risk Assessment (THIRA) and the Stakeholder Preparedness Review (SPR), as each is a critical tool for improving resilience within the entire County community.Along with the Director, Deputy Director of Operations, and Planning Specialist shares responsibility for "on-call" duty, which will rotate through the group on a weekly basis.Attends meetings and workshops along with or representing the agency, becoming familiar with the leadership at the various local, county, state and federal agencies which interact with our agency during disasters or incidents.Provides situational awareness to partner agencies utilizing the WEB-EOC portal.Demonstrates proficiency in all aspects of computer or web-based systems, which are regularly utilized on a day-to-day basis or during emergency situations.  This includes emergency notification systems, photo-ID's, databases, and website.Coordinates monthly municipal coordinator training schedules and maintains training records.Serves as primary contact for the fire training program providing support to Firefighters Association, Fire Chief's Association, and SF2DO Board to schedule courses, interact with local emergency responders, educational training agencies and students.Maintains training website to advertise courses and maintains enrollment.Participates in the South-Central Task Force Training and Exercise Working Group.Maintains County exercise schedule and coordinates periodic exercises for County Emergency Operations Center, municipalities, schools, chemical facilities, and medical facilities fol owing HSSEP requirements.Coordinates Annual Preparedness Conference on behalf of the Local Emergency Planning Committee.

   

  Other Requirements

  Delivers presentations to, and, interacts with small and large groups.Must obtain training certificates in IS-100, IS-200, IS-700x and IS-800x within the first two months of employment.Must obtain G-290 certificate within first year of employment.Must obtain training certificates in ICS-300 and ICS-400 within the first two years of employment.Must complete PA Emergency Management Agency County Associate Certification within the first year of employment.Must complete PA Emergency Management Agency County Professional Certification within four years of employment.Must complete other training and certification as determined by the Department Director or designee.

   

  Education/Employment:

  A Bachelor's Degree in Emergency Management or similar tract is preferred, as well as a minimum of five (5) years of experience in the emergency services. 

  Or

  A High School Diploma and any combination of relevant education and Emergency Management workforce experience that adds up to ten (10) years.

  Knowledge, Skill and Abilities:

  Computer and internet literate.Organizational and public speaking skills.Applicable knowledge of the Incident Command System and emergency support functions.Through knowledge of Homeland Security Exercise and Evaluation Program-HSEEP.Basic concepts, terminology and procedures related to emergency management planning and response.Basic elements of effective emergency operations planning.Federal, state and local agencies involved in emergency management planning and response.Principles of preparing effective training and educational materials and exercises.Methods of record keeping and standard report preparation.Working Conditions:

  Although the majority of duties will be conducted in an office environment within normal business hours, it will be necessary to adapt and alter hours and days to accommodate and support of the emergency services, as well as respond to disasters and incidents of significance.

  The employee is expected to fully participate in the weekly "on-call" scheduling along with the Director, Deputy of Operations, and Planning Specialist. Unless there is a significant event, the employee is expected to maintain normal work hours during the "on-call" weeks.

  Ability to lift 40 pounds.

  Ability to work 12 hours shifts as needed during disasters.
