This position provides leadership and direction in planning, developing, operating and maintaining the city's transportation infrastructure. The major job duties include:
Plans and organizes project activities, including prioritizing and delegating projects based on staff availability and expertise.Coordinates and oversees the preparation of plans, specifications, addenda, change orders, proposals, maps, documentation and cost estimates for transportation projects.Coordinates with internal departments, external agencies, the public, and other stakeholders relating to transportation infrastructure and public right of way management.Monitors construction activities for adherence to work zone traffic control standards.Reviews and comments on master plans, plats, site plans and construction plans for traffic related issues.Reviews and approves expenditures to ensure compliance with budget requirements. Manages records of project activities, public correspondence, and progress studies.Manages records of project activities, public correspondence, and progress studies.Prepares and delivers presentations to a variety of boards and commissions; conducts public meetings and hearings.Coordinates the selection of consultants; reviews contract budgets, scope of work, and project schedules.Researches, analyzes and develops the annual Capital Improvement Plan and presents to the budget committee.Responds to public and professional inquiries and provides information and assistance.Conducts traffic engineering investigations, surveys, data collection and studies; analyzes traffic and crash statistics and recommends improvements relating to signing, marking, traffic control, speed limits, parking regulations, etc.Develops a program to manage timing sequences for traffic signal systems.Develops a traffic data collection program and maintains related database.Minimum Qualifications:
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the department in order to direct and coordinate work within the department, usually interpreted to require to ten years of related experience. A masters degree in a course of study related to the occupational field will count as two years of related experience.Possession of or ability to readily obtain a valid drivers license issued by the State of North Dakota for the type of vehicle or equipment operated.Possession of or ability to readily obtain a Professional Engineer license in the State of North Dakota.
