Multifamily Finance DivisionGENERAL DESCRIPTION:Performs moderately complex consultative and technical work in the planning, development and implementation of the multifamily affordable housing funding sources to ensure the provision of affordable housing developments in accordance with federal, state and department rules. Work involves providing consultative and technical services to other TDHCA staff, governmental agencies, community organizations and the public. Works under general supervision of the Multifamily Finance Director with general supervision under the Director of Multifamily Bonds and with moderate latitude for the use of initiative and independent judgement.SPECIFIC JOB RESPONSIBILITIES:Performs work related to the Housing Tax Credit Program, Multifamily Direct Loan Program and Private Activity Bond Program, which includes performing and/or assisting with application reviews, finalizing award recommendations, generation of post-award documents, coordination of loan closings, and draw request reviewsEnsures compliance with program requirements, policies and procedures, statutes, rules and regulations from the review of application funding requests through post award procedures for multifamily programs.Interacts with other divisions and general public to both gather information and provide technical assistance regarding program requirements.Collaborates on analysis and documentation of program policies and prepares recommendations.Assists with the analysis of legislation to develop recommendations for policy and programmatic issues relating to its implementation and/or improvement relative to the programCollects, organizes, analyzes, and/or prepares materials in response to requests for program information and reportsConducts inspections or reviews to determine compliance with program requirements, laws, regulations, policies and procedures.Performs reviews of literature, statutes, rules and/or policies.Prepares in-depth administrative reports, Board report items and/or specialized research projects.Participates in program planning, development and implementation of multifamily funding allocationsMay conduct public hearings as required.Assists in the review of program functions and operations, in identification of areas of needed change, and with the development of plans to improve or initiate programs to address areas of concern.Initiate, coordinate, and/or assist in the preparation and review of uniform application, application procedures manual, workshop and review materials for application funding requests.Performs related work as assigned.Qualifications:EDUCATION/EXPERIENCE:Education or experience in math, financial analysis, real estate development, business, urban planning or a related field is preferred.Graduation from an accredited four-year college or university preferred.Experience in the production or financing of affordable housing is preferredExperience in analyzing state and/or federal laws, regulations and statutes desired.KNOWLEDGE, SKILLS AND ABILITIES:Knowledge of government organization and practices of public administration and management methods; of planning, formation coordination and implementation methodologies.Ability to plan, organize and direct the work of an organization; to gather, assemble, correlate and analyze facts and devise solutions to complex administrative and operational problems.Ability to evaluate planning materials prepared by others.Ability to analyze complex financial information.Skill in human relations, analyzing and solving work problems, and in making decisions affecting intricate opera ions.PHYSICAL REQUIREMENTS:This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.OTHER:Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends.
