Salary: The salary for this position traditionally starts at $85,020.00 but may be commensurate with education or work experience.
Location: This position is located in INDOT's Central Office, Indianapolis.
A Day in the Life:
The essential functions of this role are as follows:
Review and edit scopes of work, estimate fees and aggressively negotiate consultant contract terms to facilitate consultant accountability and cost effective delivery of services.
Prepare draft contract terms and review final contract documents to assure compliance with INDOT contracting policies and assure that scope, schedule and cost terms are well defined consistent with INDOT contracting policies and practice guidance.
Review complex new contract fee proposals and negotiate terms
Prioritize work activities to expedite contracts associated with construction or with urgent bridge or traffic safety concerns
Send selection notification letters for contracts not requiring scope of work meetings within three work days of the selection notification
Request contract document preparation
Send Notice to Proceed and/or contract transmittal letters
Participate with other contract engineers in at least 6 planning sessions devoted to development of improved consultant fee estimating practices
What You'll Need for Success:
You must meet the following requirements to be considered for employment:
Bachelor of Science degree in engineering (civil engineering is preferred but not required) and other related fields from an Accreditation Board for Engineering and Technology (ABET) accredited school.
Registered Professional Engineers license in Indiana required.
At least six (6) years of experience in engineering (civil engineering is preferred), transportation research or related area.
Ability to facilitate execution of required work activities to meet program goals;
Excellent problem-solving, math, and analytical skills;
Ability to effectively communicate with internal and external stakeholders.
Ability to effectively prioritize a variety of projects/functions;
Ability to establish and maintain effective working relationships with all levels of management; and
Ability to work independently.
Broad knowledge of planning, design, or construction of highway or transportation project features (such as roads, bridges, pavement, or traffic structures) in accordance with engineering design and construction standards, principles, and methods.
Broad knowledge of and ability to apply federal and state laws, rules, regulations, and procedures governing incumbents filed of specialization.
Working knowledge of Indiana Design Manual (IDM), Indiana Manual of Uniform Traffic Control Devices (IMUTCD), INDOT standard specifications and standard drawings.
Personal Work Relationships:
This individual will be expected to partner with agency personnel and related stakeholders working towards completion of assigned functions. Exceptional customer service is provided to agency partners and/or the general public.
Partnership with relevant public agencies, federal, state & local governments and/or community leaders may be required.
Physical Effort:
This role performs work in an environment where sitting for extended periods of time could be expected.
