  The Tanks, Health and Safety Specialist is accountable for the safety support and coordination of Phillips 66 Midstream Tank Center of Excellence(COE) projects. This includes new installations as well as maintenance of current tanks. Duties include ensuring compliance with applicable regulations and work procedures and supports business plan objectives as they apply to the Phillips 66 Midstream Tank COE organization. The specialist is responsible for managing the overall Health and Safety program for their designated projects.

  Responsibilities may include:

  Support the management of multiple tank projects to fulfill the needs of Phillips 66 Midstream Tank COE organization.

  Management and support of all tank cleaning, repair, demolition and other related activities.

  Review and approve Site Specific Safety Plans.

  Provide guidance for Project Managers, Construction Superintendents, Construction Field Representatives, Operations, and Maintenance for all procedures, policies and API documents that are relevant to tank work.

  Assist contractors with development, and qualifying procedures and processes (i.e. jacking, repair, tank entry, in-service work, fall protection, demolition, and cleaning plans).

  Perform field verification to ensure compliance with the Phillips 66 Life Saving Rules and Phillips 66 Health and Safety policies.

  Identify, develop, coordinate, implement and manage all H&S training as required for tank projects.

  Coordinate incident reporting, investigation, and documentation with corrective action tracking and oversight with use of the P66 reporting system.

  Manage auditing requirements and support operations during internal/external auditing as needed. Ensuring corrective action plans are developed, documented, and coordinated.

  Develop and foster a strong safety culture with front line employees, site supervisors, site management and contractors.

  Support and ensure compliance with Phillips 66 Contractor Safety Program.

  Support project management in the coordination of Management of Change and Process Hazard Analysis activities as required.

  Support and manage the emergency response capabilities to include responding to and supporting incidents.

  Support Mechanical Lifts as needed.

  Work with field safety specialists to ensure support and oversite of projects in their areas.

  Participating as needed in project kick-off meetings to train and raise awareness.

  Required Qualifications:

  Legally authorized to work in the job posting country.

  5 or more years of experience with applicable Federal, State and Local rules and regulations as they apply to Occupational Safety and Health.

  5 or more years of work experience relating to tank safety processes.

  The ability to recognize hazards, assess risk and suggest an appropriate mitigation plan.

  The ability to Professionally represent Midstream’s Safety and Health programs to outside agencies and other organizations.

  Currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC).

  Ability to achieve API Tank Entry Supervisor (TES) Certification.

  Strong knowledge and experience with Oil/Gas storage tanks.

  Willingness to travel, with or without reasonable accommodation, to field sites or headquarters approximately 40%.

  Must be willing and able to perform the following:

  Climb various ladders and stairs.

  Lift and transport articles weighing up to 50 lbs.

  Walk, stand, stoop, sit, climb and carry material on even and uneven terrain.

  Work outside in all weather conditions.

  Drive a vehicle.

  Wear and use a respirator.

  Preferred Qualifications:

  API Tank Entry Supervisor (TES) Certification.

  Associate or Bachelor’s degree in safety related field.

  ASP/CSP Certification or work towards certification.

  Experience with Emergency Response including Incident Command, Crisis Management and HAZWOPER.

  5 or more years in the oil and gas industry.

  3 or more years with Midstream (pipelines and terminals) equipment, facilities, Refining, etc.

  Strong computer skills, including PowerPoint, spreadsheet, word processing and data base applications.

  Root Cause Analysis (Cause Mapping) facilitation for investigation and corrective action planning.

  Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
