About Sustainability Program Manager

Summary As a Sustainability Program Manager you will be providing technical expertise and support that promotes the implementation of sustainability practices in real estate design, construction, and operations to cost-effectively meet statutory and executive orders. This position is located in General Services Administration, Public Buildings Service of the Central Office. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Leads cross-functional technical working groups and directly supports project and facility teams by providing greenhouse gas (GHG), energy, renewable energy, water, climate resilience and adaptation, and sustainability subject matter expertise, project and operations analysis support, and management oversight that facilitates the achievement of project, building, regional, PBS, and GSA climate and sustainability goals. Determines the effectiveness and efficiency of PBS sustainability initiatives and projects. Supports the development and maintenance of performance tracking, periodic program reporting, and annual updates to regional sustainability reports and plans, GSA Sustainability Strategic Plan, GSA Climate Change Risk Management Plan, DOE Annual Energy Report, and OMB/CEQ Sustainability Scorecard. Develops internal and external communication tools and materials documenting the environmental and sustainable performance of GSA's real estate portfolio and PBS's cross-business line sustainability initiatives across multiple regions. Develops and contributes to the planning, strategy, and execution for engagement initiatives and awareness campaigns. Conducts technical analyses of projects, building operations, programs, and regions annual goal achievement in GHG emissions, energy, water, waste, renewable energy, climate resilience, sustainable acquisition, climate risk, and sustainable buildings in support of PBS’s annual sustainability strategic planning and achievement at the project, building, regional, program, and national levels. Recommends changes and guidance to improve the effectiveness and efficiency of regional portfolio, projects, and operations. Performs analyses to present to regional program staff and senior managers for decision-making regarding commitment and/or reallocation of resources within a project and the broader program’s on-going activities. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as leading national or regional sustainability programs, strategies, planning, reporting, and execution efforts and directly supporting portfolio performance, project outcomes, and facility operations across large, diverse portfolios of buildings. This experience must demonstrate: Directly supporting portfolio, project and facility teams with greenhouse gas (GHG), energy, water, waste management, renewable energy, resilience, climate risk, and sustainable buildings subject matter expertise; Support the preparation of Federal agency’s, component's, or organization’s (of equivalent size and complexity) GHG inventory and reporting submission of its Department of Energy (DOE) Annual Energy Report (or equivalent, to include the prior DOE GHG and Sustainability Report); Conducting technical analyses of projects’, buildings’, programs’, and regions’ GHG, energy, and sustainability performance; and Recommending policy, guidance, investments, and changes to improve the effectiveness and efficiency of regional portfolio, projects, and operations. Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA's. The Quality Ranking Factor for this position is the possession of at least one of the following energy management certifications: Certified Energy Manager (CEM) through the Association of Energy Engineers, or Energy Management Professional (EMP) through the Energy Management Association. Strong preference for candidates that have an Association of Energy Engineers (AEE), Certified Energy Managers (CEM®) or an Energy Management Association, Energy Management Professional (EMP) certification.
