Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. The principal clinical role of the Licensed Clinical Social Worker (LICSW) is to provide integrated mental health and substance abuse evaluation and treatment for Veterans with comorbid disorders who receive care in the SATP and other programs within the Behavioral Health Service (BHS) or Mann-Grandstaff Veterans Administration Medical Center (MGMC). Functions and Scope: Directs the day-to-day clinical and administrative activities of the SATP team. Coordinates assignments and work duties. Clinically supervises work of addiction therapists. Monitors program operations and outcomes, making changes to clinical interventions, documentation of care, program materials, team work assignments, schedules, outreach activities, and other program elements in order to maintain outcomes of the highest quality. Responsible for all areas of performance of the SATP Programs. Responsible to see that the SATP Program meets the data monitoring and program reporting requirements of the various oversight bodies. Responsible to see that the SATP Program and each of its components collaborate actively with other VA and non-VA health care components. Assures that Substance Use Disorder (SUD) services across the continuum of care. Drives ongoing process improvement within the assigned program, with responsibility to continuously enhance the efficiency, effectiveness, and productivity of SATP Program offerings. Works to assure continuity across the full continuum of SUD services, to perpetually foster a co-occurring-disorder mindset and skill set within the VAMC, and to match the range of services offered to the needs of the region's Veteran patients and the mission and resources of the VAMC. Revises annual strategic plan, provision of care plan, risk assessment and mitigation plan, accessibility plan, and outcomes management plan. Responsible to quickly implement new programming and compliance initiatives sent from VA Central Office. Proactively works to ensure the safety of all program staff and Veteran beneficiaries. Provides comprehensive, integrated substance abuse mental health intake evaluations for new substance abuse patients. Provides comprehensive, multi-disciplinary treatment planning, with focus on integrative treatment for Veterans with co-occurring addictions and mental health disorders Provides individual and group psychotherapy to new and established patients, for a full range of Veteran patients with diverse clinical needs Provides Evidence-Based Psychotherapies appropriate to patients' needs Provides supportive interventions for individuals receiving office-based buprenorphine or other medication assisted treatments for substance use. Interventions Maintains active caseload of patients Assists Veterans in crisis, in collaboration with the Suicide Prevention Team, Mental Health Clinic, Emergency Department, and others. Facilitates referrals for patients in crisis, when indicated Monitors assigned Veterans. Assures that all assigned high risk patients completed a collaborative Safety Plan documenting crisis prevention strategies, in keeping with facility policies and processes Documents care provided in the electronic health record, in full compliance with agency guidelines. Qualifications To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Individuals assigned as Supervisory Social Worker must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker GS-12: Education and Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.
