  Summary The Office of Protection Services ensures the safety and security of employees, visitors and the objects entrusted to the National Gallery. This position serves as the system administrator and manages the multi-function Security Command Center (SCC) consisting of electronic and computer-based monitoring, control, dispatching, and communication systems used for the analysis, dissemination, and documentation of information critical in providing protection for the National Gallery. Responsibilities The incumbent will: Directly supervises three (3) senior-level operators and instructs all SCC operators in specific tasks and job techniques. Performs the full range of supervisory responsibilities, to include: planning and assigning work develops performance standards and evaluates work performance of subordinates; gives advice, counsel and instructions to employees on both work and administrative matters; interviews candidates for positions, recommends appointments promotions, or reassignments; hears and resolves complaints from employees, effects minor disciplinary measures (i.e., warnings and reprimands) and recommends action in more serious cases; identifies developmental and/or training needs of subordinates. Establishes internal separations that prevent the public and non-credentialed personnel from entering staff spaces and critical facility systems. Tests the ability to detect, assess, and respond to these separations. Acts as an adviser and consultant on physical security programs at the program level. The incumbent provides support in the development of security related tactics, techniques, and procedures. The incumbent monitors security program performance and maintains data collection efforts. Projects annual spending needs. Prepares requisitions for required supplies and services and monitors the status of requests. Develops elements of physical security testing procedures. Analyzes results of physical and personnel security audits and develops and reports potential remedies and mitigations. Adapts standards and best practices of the Interagency Security Committee (ISC) to match the operating realities of the Gallery. Represents AOP on the Gallery’s emergency planning work group. Serves as the system administrator for the primary computer-based security, card access and guard patrol system. Major responsibilities include making all database program entries relating to the location of card access readers/sensors and PIN pads, logical groupings for readers/sensors, and the determination of authorized time zones and access levels for 1,000 plus card users. Prepares and edits graphic floor plans using CAD (computer aided design) application software to describe and locate security, fire, guard patrol and other protective zones associated with all systems. Serves as the system administrator the National Crime Information Center (NCIC) and Washington Area Law Enforcement System (WALES). Qualifications Candidates must meet the Qualification Standards Handbook requirements for the GS-0080-12. Specialized experience is at least one year of experience, equivalent in responsibility to the GS-11 level in the Federal service, providing oversight and direction to an organization’s security function or sub-function. Ability to supervise operational security component staff. Skill in administering a physical security function. Ability to mitigate risk for an organization. Knowledge of accessing electronic crime databases and software applications.
