This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Security, Counterterrorism and Information Security Division (SEC/CTIS), at the U.S. Agency for International Development (USAID). Responsibilities Develops classification management policies and implementing procedures for originators, recipients, and custodians of Classified National Security Information (CNSI). Develops, implements, and monitors applicable SCI directives and policies to adequately discharge Special Security Officer (SSO) duties and responsibilities. Develops and implements security awareness training, including original and derivative classification authorities, document marking, downgrading, transmission, storage and declassification of CNSI. Manages and provides oversight of the Agency’s implementation of the National Industrial Security Program. Serves as the expert advisor on GSA-approved containers (safes). Responsible for supervising the changing of all safe combination. Manages the SCI security program and oversees the SCI security functions for Sensitive Compartmented Information Facilities (SCIFs) including policies, procedures, and operations of the SCIFs. Specialized Experience: GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Developing classification management policies to implement procedures for originators, recipients, and custodians of Classified National Security Information (CNSI), Sensitive But Unclassified (SBU) information, and Controlled Unclassified Information (CUI); b) Managing applicable Sensitive Classified Information (SCI) directives and policies to adequately discharge Special Security Officer (SSO) duties and responsibilities; c) Overseeing policies, procedures, and operations of the Sensitive Compartmented Information Facilities (SCIF); AND d) Processing National Industrial Security Program requests in accordance with policy and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
