About Supervisory Property Disposal Specialist

  Summary As a Supervisory Property Disposal Specialist, the incumbent manages the activities, tools, and programs used to facilitate the disposal of federally-owned personal property by reuse or donation. Location: Federal Acquisition Service (FAS), Personal Property Operations Division, Utilization & Disposal Branch. The duty location of this position will be determined upon selection. Responsibilities The Personal Property Operations Division, provides the services, expertise and systems necessary to ensure the timely, effective, and efficient disposition of the federal government’s excess and surplus personal property assets, yielding the greatest return on investment to the taxpayer, at the least cost to our environment. As a result, federal property managers save millions of taxpayer dollars each year. An array of personal property utilization and donation programs, exchange/sale programs, and public purchase programs are available through this business line. You will be responsible for the following duties, including but not limited to: Manages, directs, and coordinates the transfer or donation of personal property no longer needed by a federal agency, to other federal agencies, State and local public agencies, and other eligible non-Federal recipients. Plans, directs and reviews the work of subordinates engaged in providing technical guidance and direction to the nationwide programs across property utilization and donation offices. Coordinates development of workload objectives, performance goals, and budgets within the utilization and donation program. Negotiates and maintains constant liaison with policy, operational, and administrative officials at GSA and other Executive agencies relative to the development of government-wide procedural instructions for disposal of personal property. Provides expert policy interpretation for higher level officials aimed at resolving utilization and donation problems and promoting the nationwide use of excess property among agencies. *We are currently filling one vacancy, but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting areas needed. If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year supervisory or managerial probationary period, if required. Undergo and pass a background investigation (Tier 4 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. To view current locality rates, visit – 2024 Pay Tables To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience providing technical guidance to others in the utilization and disposal of personal property. This experience includes reporting, screening, transferring, and abandonment determinations of excess, surplus, and/or exchange/sale of personal property and of the federal requirements, regulations, and laws that govern the reuse, direct transfer, utilization, donation, and ultimate disposal of personal property. Experience must include strategic planning, project management, system modernization, and data analysis related to property disposal, and experience leading a team. Education Additional Information Bargaining Unit status: This position is ineligible for the bargaining unit. Relocation-related expenses are not approved and will be your responsibility.
