Responsibilities Introduction: The Serial and Government Publications Division (SER) is seeking a Supervisory Librarian and Section Head for the Physical Collections Services Section. In addition to supervisory responsibilities, the incumbent oversees the multi-format physical collection management operations and leads projects and policy development to meet broad program objectives within the division. The Serial and Government Publications Division is responsible for the acquisition, processing, preservation, reformatting, and reference servicing of much of the serial collections of the Library in both print and digital formats, including newspapers, government documents, comic books and current periodicals. The selectee for this position must be able to obtain and maintain a Top Secret Clearance. Duties Provides administrative and technical supervision relative to a group of employees performing work up to the GS-13 level. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; observes workers’ performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Reviews and approves or disapproves leave requests and certifies time and attendance records for staff. Assures that subordinates are trained and fully comply with safety regulations and safeguard sensitive and personally identifiable information (PII) of employees. Performs highly specialized and/or authoritative original collection management. Analyzes and develops practices and standards cited as authoritative. Consults with colleagues and staff of libraries throughout the nation involved in cooperative projects. Participates in studies of proposed changes in policies or practices, the introduction of new technology, and/or management policies. Coordinates collection management projects. Explains policy to staff to assist in the resolution of difficult or complex issues and problems. Determines the materials and services most appropriate to meet user needs. Recommends collection management policy enhancements. Advises senior library staff, including the Office of Security and Emergency Preparedness, on those Secret and Top Secret collections in Division custody, and provides guidance to other staff and contractors for the processing and use of restricted access materials. The position handles materials up to the Top Secret level in the course of work. Advises preservation staff as a recognized authority on all technical aspects of the preservation of the Division’s custodial material in the library's collections, and coordinates technical efforts for the preservation of these collections through extensive, direct interaction with all library offices, as well as the staff of other institutions and organizations. Designs, develops, and implements a comprehensive, efficient and effective preservation program based on the library's requirements and policy guidelines. Assists in the development of specifications, standards, and procedures for preservation of the Division’s custodial collections in all formats and monitors the technical aspects of preservation work awarded to private contractors. Ensures the adherence to preservation standards in the maintenance of the Division's Secure Storage Area and other collection storage areas; in the housing and transport of collections; and in determining the collections availability for use. Prepares written guidelines for the proper handling of collections by staff, on-site researchers, and collaborative projects and programs. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Education All librarians must meet the requirements for professional education in library science or possess equivalent experience and education. A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; Or B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
