At the Financial Crimes Enforcement Network (FinCEN), we are at the forefront in preventing and detecting terrorist financing, money laundering, and other financial crime. Serve at the nation's financial intelligence unit and protect the United States financial system from criminals and terrorist financiers. Responsibilities As a Supervisory Information Technology Specialist, you will: - Supervise staff in the development, review, and evaluation of the FinCEN's infrastructure protection program, including policies, guidelines, tools, methods, and technologies - Plan and direct multiple teams in the review, evaluation, and assessment of FinCEN's capacities and vulnerabilities in the very broad area of IT security - Provide expert consulting for highly complex security requirements for new systems, networks, and software designs associated with FinCEN's multi-year IT modernization initiative. - Supervise staff responsible for FinCEN Security Operations, which includes the oversight of firewall administration, Intrusion Detection System (IDS) monitoring, classified system activity, and other mission critical functions. Requirements Conditions of Employment Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Must be U.S. Citizen or U.S. National Qualifications You must meet the following requirements by the closing date of this announcement. For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes ALL of the following: Developing, reviewing and evaluating capacities and vulnerabilities in IT Security, including identifying cyber security problems, trends and weaknesses; AND Providing recommendations on security requirements for new systems, networks and/or software designs; AND Participating in the planning for acquisition of technology, equipment, services and processes; AND Providing oversight and guidance to security operations staff, to include preventing and minimizing IT security risks; AND Developing IT policies and guidelines for various stakeholders; AND Developing IT training programs and materials. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. CONDITIONS OF EMPLOYMENT: A one year probationary period may be required. A one year supervisory or managerial probationary period may be required.
