The primary purpose of this position is to serve as Chief and program manager, organizing, directing, and exercising control over nonsupervisory employees within the Civil Engineer (CE) Squadron's Operations Engineering Element. Responsibilities Plans, organizes, and directs the activities of the Element. Develops Element goals and objectives that integrate organization and Operations Flight objectives. Represents the Element with a variety of installation and functional area organizations. Communicates and coordinates Element issues with higher headquarters, regulatory agencies, other installation units, community officials, etc. Directs the development and execution of Element budget and work classification system in support of engineering/operations planning and execution. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional Engineering Positions 0800, Group Coverage Qualification Standard for Professional and Scientific Positions or Architecture Series 0808. BASIC REQUIREMENT FOR PROFESSIONAL ENGINEERING POSITIONS 0801, 0810, 0830, AND 0850. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. or Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. OR BASIC REQUIREMENTS FOR ARCHITECTURE SERIES 0808: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. or Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes providing management oversight for activities assigned to the Operations Engineering Element of the Operations Flight, Civil Engineering Squadron; facility and infrastructure requirements and optimization (R&O) management, contract execution, and squadron technical support to effectively execute the installation's mission, sustain quality of life, and optimize delivery of products and services; manage oversight of the selected Activity Management Plans (AMP) and Sub-AMP plans as assigned, tracks asset criticality and lifecycles, and measures asset performance; research, interpret, analyze, and apply proper engineering guidelines, policies, regulations, etc., appropriate to the Element; establish policies and procedures for accomplishment of assigned functions; plan and schedule work in a manner that promotes a smooth flow and even distribution, Coordinates plans and schedules with other organization managers and customers as appropriate NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of multidisciplinary professional engineering, asset management, and operations theories, concepts, principles, standards, methods, techniques, materials, and equipment as well as knowledge of standard construction and contracting regulations, practices, and procedures. Knowledge of the principles of facility and infrastructure operations, repair, maintenance, and upgrade principles, theories, concepts, and procedures; customer service operations; and financial management principles and standards. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating these into the operation, maintenance, repair, and upgrade of installation natural/built infrastructure. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
