About Supervisory Contract Specialist

  Summary This position is located in the Small Business Administration, Financial Operations and Acquisitions Management in Washington, D.C. The incumbent manages a Contract Operations Team and is responsible for providing expert advice and guidance for Federal procurement policy, planning, and requirements development. Responsibilities DUTIES: Supervises a contract operations team consisting of five to seven full time employees who are contracting officers and contract specialists. Performs reviews of contract actions on a pre and post award basis. Develops or ensures proper execution of comprehensive procurement strategies. Performs other duties as assigned. This is a non-bargaining unit position. This is not a (drug) testing designated position (TDP). Requirements Conditions of Employment Qualifications GS-14: At least 4-years of experience in contracting or related positions. At least one (1) year of that experience must have been specialized experience at or equivalent to the GS-13 grade level in the Federal service: planning acquisition approaches; and supervising acquisition professionals; and advising senior leadership and program offices regarding acquisition approaches. These qualifications must be clearly referenced in your resume. AND Education Requirement:A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours (36 quarter hours) in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Transcripts (official or unofficial) must be submitted in support of this education requirement. If selected, official transcripts will be required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. Successfully completed ALL of the mandatory training course requirements to hold a Level III Federal Acquisition Certification in Contracting (FAC-C) or FAC-C (Professional) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III or DAWIA Professional Certification in the field of Contracting, typically referred to as a FAC-C Level III, FAC-C (Professional), DAWIA Contracting Level III, or DAWIA Professional. You must submit a copy of your current Level III Certification or FAC-C (Professional) or DAWIA Level III or DAWIA Professional Certification with your application package to validate this response. All qualification requirements must be met by 11:59 pm (Eastern Time) on 01/31/2024. Education Education may not be substituted for experience for this position.
