  Overview:

  Under general supervision or direction, the Supervising Program Administer will develop and implement programming connected to Valley Water’s Good Neighbor Program and encampment management strategies. This position oversees the management of outreach services to unsheltered individuals residing on Valley Water lands. They will participate in the design and implementation of Valley Water’s homelessness response programming and obtain, monitor, and generate reports based on collected data. This position will occasionally work in the field interacting with staff, unsheltered populations and the general public and can sometimes be subjected to difficult environmental conditions such as cold, heat, or rain.

  Key Responsibilities include, but are not limited to:

  Assist with developing effective programs and projects and provide input regarding strategic planning and implementation; work with management team to enhance programs as needed.

  Coordinate on-site provision of outreach services by the County, cities, and non-profit partners; engage in and model conflict resolution skills; communicate resource, programming, and unsheltered individuals along Valley Water’s Waterways needs.

  Utilize outreach strategies to develop trusted relationships with unsheltered populations; build rapport that will assist unsheltered individuals with addressing barriers to obtaining housing, services, and appropriate health care needs; provide appropriate resources and referrals (County, cities, and non-profit); assist police and fire safety personnel in non-enforcement situations involving unsheltered individuals; and serve as liaison and advocate for unsheltered individuals as appropriate and needed.

  Oversee outreach operations focused on building trusted relationships and rapport with unsheltered populations that will result in reducing barriers to obtaining housing, services, and appropriate healthcare needs.

  Ensure the provision of appropriate resources and referrals in collaboration with the County, cities, non-profit organizations, and adjacent systems; and serve as a liaison and advocate for unsheltered individuals, as needed, and in non-enforcement situations facilitated by safety and emergency personnel.

  Develop and maintain relationships with various public and private service agencies, community groups, and the faith-based community; identify and provide recommendations to unsheltered individuals, personnel, and partnering agencies regarding ongoing support services to meet unsheltered individual’s needs, obtain services for unsheltered individuals; ensure that unsheltered individuals receive the most appropriate form of support; and coordinate and facilitate with other agencies and city and County departments regarding the needs and conditions of unsheltered individuals and families.

  Obtain and maintain data and service utilization records; assist in developing and maintaining computer database or manual reports of ongoing services; regularly complete field notes and logs to track management efforts; gather relevant data and statistics; electronically document progress; and adhere to applicable confidentiality regulations.

  Stay abreast of new trends and practices in community outreach and current, emerging, and urgent issues related to the unsheltered community.

  Work with unsheltered community to promote environmental stewardship of natural areas.

  Perform other related duties that may be reasonably expected as part of this classification.

  Ideal Candidate's Background Includes:

  Applicants whose experience and background best match the ideal experience, knowledge, skills, abilities, and education are considered ideal candidates for the position. To determine the top candidates, each applicant will be assessed based on the ideal candidate criteria as listed below.

  Ideal Experience:

  Six (6) years of experience working with and supporting unsheltered populations or similar at-risk groups experiencing homelessness, substance abuse and/or mental health issues, coordinating outreach services, and implementing encampment management strategies.

  Experience navigating local (Santa Clara County) homelessness response and issues surrounding homelessness, as well as experience working in conjunction with Santa Clara County, surrounding cities and local non-profit partners is ideal.

  Experience managing and supporting programs and projects in the field of homelessness response.

  Experience with collecting, analyzing, and reporting data.

  Experience managing cost-share agreements and vendor contracts.

  Experience and/or training in motivational interview and other trauma-informed techniques is a plus.

  Familiarity with a homelessness management information system (HMIS) is a plus.

  Ideal Skills and Abilities:

  Engage in conflict resolution and de-escalation.

  Work well independently and as part of a team.

  Communicate effectively with persons displaying psychological and substance-induced behaviors that may include depression, anger, and confusion.

  Collect, compile, edit, classify, and tabulate statistical and qualitative data.

  Establish and maintain a good working relationship with co-workers, unsheltered population, and general public.

  Explain an agency’s purpose, programs, and operations.

  Communicate effectively.

  Motivate others.

  Organize and complete tasks in timely and thorough manner.

  Present oneself and the agency professionally to internal and external audiences.

  Prepare and present reports.

  Ideal Knowledge:

  Reference and research methods and techniques used in collecting, compiling, and organizing data.

  Moderately complex analytical principles and techniques.

  Understanding of homelessness and related issues in this community.

  Community neighborhoods and areas populated by unsheltered individuals.

  Local community issues and regional community resources available to citizens; recent and on-going developments, current literature, and sources of information related to homelessness.

  Understand and explain community resources and services that aid the unsheltered community.

  Ideal Training and Education:

  Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration or a related field.

  Substitution

  Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

  Required License or Certificate

  Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.

  Watersheds O&M Unit (Position Code 005)

  Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

  This position requires the individual to be onsite and is typically not a teleworking position.
