. is currently seeking a Subcontracts Manager who will provide experience, leadership, guidance, and mentorship to program management, procurement, and subcontracts team members. This individual will manage all aspects of subcontract monitoring and control including Request for Proposals (RFPs), negotiations, and awards. The Subcontracts Manager, in conjunction with SRC operations and program management, will review proposals, develop evaluation criteria, negotiate subcontract provisions, select or recommend subcontractors, and write subcontract packages for review, and prepare awards and administers resulting subcontracts. The ideal candidate will have experience in DCMA/DCAA audits, including CPSR.
What You'll Do
Manage and track costs as well as manage relationships, quality, scheduling, invoicing, and executionPerform preliminary fact-finding and cost/price analysis on the Subcontractor proposal(s) and prepare a Cost Estimates to support the prime contract proposal, as neededResponsible for subcontracts compliance during Defense Contract Auditing Agency (DCAA) and Defense Contract Management (DCMA) audits, fact-finding, and prime contract negotiation by participating with procurement management, program management, contracts, including CPSRPrepare responses and the development of negotiation positionsProvide subcontract leadership in program execution by anticipating and resolving problems, and ensuring inter-group cooperation to meet all program obligations and objectives. Lead staff of 2-6 individualsAbility to maintain compliance with Defense (DoD) Contracting regulations including FAR/DFARProvide subcontract advice and counsel to program managers, engineering personnel and other related functions such as finance, quality and contract administrationPerform subcontract close-outThe subcontracts manager in conjunction with SRC operations and program management will review proposals, develop evaluation criteria, negotiate subcontract provisions, select or recommend subcontractors, and write subcontract packages for review, and prepare awards and administers resulting subcontractsAdditional responsibilities include drafting and updating policies and procedures, terms and conditions through interpretation of government regulations and assisting the team with various audits, filings, registrations, and certificationsManagement compliance signoff of purchase orders and subcontract files for direct reportsWhat You'll Bring

Total compensation for this role is market competitive. The anticipated salary range for this position based out of Syracuse, NY is estimated at $115,000 to $133,000 annually.
