Job Summary
This is a temporary unclassified position with an anticipated end date of August 2026.
This position exists to manage and coordinate the planning, development, integration, and implementation of several high-profile agency-wide/state-wide projects including the build and implementation of a new DNR Electronic Licensing System, leading Division of Fish and Wildlife efforts to revamp its license structure and costs for agency and legislative approval and providing division leadership on an agency effort to identify and secure new revenue sources. The project manager is responsible for directing the activities of division project consultants, staff, and works collaboratively with staff from other division. The project manager also works closely with agency leadership (commissioners, legal counsel, and directors) as well as leadership from other agencies to develop and accomplish objectives. The position will also serve as lead worker to the Division of Fish and Wildlife Marketing Coordinator.
Responsibilities include but are not limited to:
Lead, coordinate and develop agency wide planning for 1) the build and implementation of a new Electronic Licensing System (ELS), 2) a hunting and angling license structure and cost analysis, and 3) a funding innovation project examining potential new revenue streams.
Coordinate the administration, development, integration, and implementation of the projects as listed in the position purpose so that project objectives are met.
Develop, coordinate, and assemble agency staffing resources to provide necessary levels of expertise relating to functionality of the system, and provide direction of tasks on a broader scale, so that resources are efficiently used to complete projects.
Develop and manage a communications and stakeholder engagement plan for the Electronic License System Project to strengthen effective partnerships with stakeholders and focus groups.
Coordinate, facilitate, and communicate new system training, developed by the vendor, to DNR staff and approximately 1,800 agents so end user needs are met.
Develop, implement, and manage change management strategies following Modernization Playbook (https://mn.gov/modernization/) from MNIT Technical Advisory Council, new system releases, and plans for the Electronic License System (ELS) post-go-live activities that maximize the adoption and use.
Minimum Qualifications
Bachelor’s Degree in the area of Natural Science, Business Administration, or Marketing.
Four (4) years of professional level experience in natural resources, marketing, or environmental policy / program administration.
Professional experience working in a hunting and fishing environment.
Knowledge of state and governmental contracting or purchasing programs and processes.
Experience serving in a lead role of a license system implementation.
Advanced qualitative and quantitative analysis skills sufficient to evaluate program-related data and extract meaningful information to apply to program operations in new and meaningful ways.
Basic understanding of the North American model of conservation funding.
Problem solving skills sufficient to identify issues as they arise, propose new and innovative solutions, advise others, and evaluate implementation of solutions.
Human relations skills sufficient to build partnerships across organizations, levels of staff, and with external stakeholders in order to foster collaboration and build consensus.
Demonstrated management skills sufficient to lead communication, organization, analysis, and execution of multiple complex projects that adapt to emerging opportunities.
Excellent communication skills sufficient to lead projects with internal and external stakeholders, present ideas with varying techniques, and effectively apply judgement and discretion with sensitive issues.
Attention to detail and the ability to produce dynamic, error-free work and identify opportunities for improvement in others’ work.
Advanced communications skills sufficient to work with all levels of government and customer organizations.
Demonstrated strong professional communication skills, including communication with the public, media, legal counsel, and/or senior management.
Analytical skills needed to gather input and create direction for strategic policy and budget development.
Ability to assemble, analyze, interpret data, and apply knowledge to project activities.
Ability to interpret and apply related policies, procedures, rules, laws, and regulations to establish compliance.
Proficient in the use of word processing, presentation, and spreadsheet software such as Word, PowerPoint, and Excel.
Database management skills sufficient to track multiple projects.
Preferred Qualifications
Experience with national hunting and fishing marketing strategies, license trends, and participation.
Knowledge of project management concepts.
Experience with group facilitation methods to convene large groups and foster collaboration in culturally appropriate ways.
Ability to initiate, lead, and complete projects independently.
Experience providing advanced technical consultation related to software licensing and related business practices and policies.
Knowledge of the Minnesota’s legislative process.
High level analytical and conflict management skills to resolve business and technical problems between individuals, organizations, and vendors.
Additional Requirements
This position requires an unrestricted Class D Driver’s license with a clear driving record.
