  Job Description

  Position Summary

  The Employee Assistance Program Representative will serve both MassDOT and MBTA employees and family members. He/she will be responsible for managing Substance Abuse Professional (SAP) evaluations, education, treatment, referrals and follow-up services, and testing requirements. He/she will be required to: develop work procedures consistent with agency policy; deliver services in MassDOT Districts statewide and MBTA areas as assigned; and monitor work performed by employees in order to meet established goals. The EAP Representative will be allotted clinical hours in each District/Area for consultation with management and/or counsel employees to assist in the identification and resolution of productivity problems associated with employees whose performance and/or conduct is adversely affected by personal concerns including but not limited to health, marital, financial, alcohol, drug, legal, emotional, stress, or other personal concerns, and prepare written instructions for work assignments. The EAP representative will also assist employees who self-refer for EAP services.

  Duties and Responsibilities

  Foster an Employee Assistance Program consistent with efficient and compassionate services aimed at restoring diminished workplace performance and supporting healthy functioning of employees and their families.Provide SAP evaluations, education, treatment, referrals and follow-up services and testing requirements as required by 49 CFR part 40, Subpart O.Provide solution focused, confidential treatment for employees experiencing personal issues, job related issues, mental health, substance abuse issues, and family/relationship concerns. Develop and provide referrals for diagnosis and treatment of the presenting issues.Assist supervisors and management personnel in the identification, assessment and resolution of productivity problems associated with employees whose performance or conduct is adversely affected by personal concern. Provide crisis intervention and assessment for employees, supervisors and management as requested, including emergencies and on-call rotation for nights, weekends and holidays.Develop and implement proactive internal communication and marketing strategies, planning, programs and other efforts for the MassDOT and MBTA Employee Assistance Program. Develop work procedures consistent with agency policy. Develop and implement linkages between workplace and community resources. All inquiries, whether from a customer, vendor or co-worker in a courteous and professional manner.

  Preferred Qualifications:

  Must be either a Certified Employee Assistant Professional, Licensed Independent Social Worker, Licensed Outpatient Counselor or Licensed Substance Abuse Counselor.Based on assignment incumbents must be certified as required by 49 CFR 40, subpart O within 60 days of hire.Five (5) years of experience in one of more of the following - psychiatric services, alcohol and drug assessment/treatment, family services or related human services; experience providing education/treatment in a group setting with non-voluntary clients.Based on assignment, this position may require the ability to travel to various locations across the Commonwealth.

  Qualifications

  Minimum Entrance Requirements

  Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

  Substitutions:

  I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

  II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

  III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

  IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

  V. A Doctorate degree in a related field may be substituted for the required experience.
