  The Louisiana Department of Treasury has one vacancy located in the Fiscal Control Division.

  As part of a Career Progression Group, vacancies may be filled from this recruitment as a State Treasury Fiscal Control Analyst 1, 2, or 3 depending on the level of experience of the selected applicant(s).   Qualifications

  MINIMUM QUALIFICATIONS:

  A baccalaureate degree with twenty-four semester hours in accounting.

  OR

  A baccalaureate degree with twelve semester hours in accounting and an additional twelve semester hours in any one or combination of economics, finance, or statistics.

  SUBSTITUTIONS:

  A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting.

  NOTE:

  Any college hours or degree must be from an accredited college or university.

  Job Concepts

  FUNCTION OF WORK:

  To perform fiscal analysis for one or more of the statewide treasury programs which accounts for all public money received and disbursed.

  LEVEL OF WORK:

  Entry.

  SUPERVISION RECEIVED:

  Close from higher level personnel.

  SUPERVISION EXERCISED:

  None.

  JOB DISTINCTIONS:

  Differs from State Treasury Fiscal Control Analyst 2 by the absence of experienced level duties.

  Examples of Work

  Assists in developing new systems and procedures to achieve objectives of assigned fiscal programs by recommending proposals to a higher level manager.

  Audits and reports on specific operations of statewide banking activities in the states centralized cash management system.

  Calculates a variety of interest and formula distributions in accordance with the states constitution and statutorily authorized local governmental distribution programs.

  Modifies and develops guidelines, manuals, and reports relative to the states fund accounting and reporting.

  Researches and compiles financial data from a variety of files and reports to fulfill requests for information by outside interested parties (i.e. legislature).

  Performs a daily audit and review of the states manual warrant system.

  Confers with agency program personnel in order to gather information, coordinate projects, and help establish new programs and procedures.

  Prepares monthly and annual accounting reports for the state treasury operating budget.

  Prepares professional service contract reports as required by statute.

  Serves as a skilled technical specialist engaged in performing particular tasks for one of three State Treasury fiscal programs.

  Reviews, analyzes, and corrects financial data from the statewide centralized automated accounting systems to ensure validity.

  Provides technical guidance to state agencies in order to resolve complex accounting problems and explain state treasury fiscal procedures.

  Develops and prepares various financial statements for the state Comprehensive Annual Financial Report.

  Participates in special fiscal management projects as assigned.
