Job Summary This position exists to supervise the Department of Employment and Economic Development's (DEED) Grant and Contract team, including providing guidance, technical expertise, and coordination of activities necessary to assist in planning and management of over fifty (50) grant and contract coordinators program partners, including providing engaged and strategic leadership, supervision, and guidance to ensure effective and efficient achievement of the agency's goals. The position will provide strategic process development and mapping to DEED's grant and contract team. This position also demonstrates strategic vision, leadership and manages and directs, evaluates and measures DEED's department-wide contracting, equity contracting, grants management, grant payments, grant making, grant review, grant approval, grant / sub-grantee cash advances and reimbursement payments, loan payments, cash management, and federal cash drawdowns systems and practices and successfully deploys and integrates them with department business units so that the mission and goals of DEED are realized. This manager position also has input and influence in contracting on a department-wide basis and management of the diverse spending dashboard for the department's contracting including missed opportunities for diverse spending and presenting awareness and training opportunities consistent with E.O. 19-01 demonstrating DEED's collective commitment to purchase goods and services from Minnesota's businesses. Qualifications Minimum Qualifications To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment. Two (2) years of experience as a manager or supervisor of professional staff working within law, public administration, procurement, grants and ontract supervision, business administration or reporting areas within the past ten (10) years. AND Three (3) years* as an advanced professional working as a team leader or equivalent in program administration within a contract and grant management experience that includes providing lead work/guidance to others on various contracting, state and federal rules, policies, participate in audits and auditors, and contracting policy and procedures within the past ten (10) years. *Bachelor's degree in Law, Business, Public Administration, or other closely related field as determined by the agency may substitute one (1) year of experience; Master's degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.
