  In Kansas City, Honeywell Federal Manufacturing & Technologies (FM&T) manages and operates the U.S. Department of Energy/National Nuclear Security Administration’s (NNSA) Kansas City National Security Campus. This state-of-the-art engineering, manufacturing, and sourcing facility produces a wide array of intricate components to deliver trusted national security products and government services, primarily for the NNSA.   The Technical Surveillance Countermeasures (TSCM) Specialists are expected to demonstrate a proficient understanding of the techniques and equipment utilized by foreign intelligence entities (FIE) and terrorist organizations to gather information from secured facilities through technical means. This role entails effective interaction and communication with facilities, maintenance, engineering, protective force, program management, and integrated supply chain organizations. The position involves conducting thorough technical evaluations and risk assessments of business needs to ensure adherence to DOE, NNSA, National Security Agency, Department of Defense, and other government agencies' regulations and national policies. Additionally, you will be key in researching, designing, and implementing comprehensive and compliant Technical Security solutions and processes for secure facilities, aligning with the Department of Energy (DOE) program requirements.

  Duties and Responsibilities:

  Operate and maintain In-Place Monitoring System (IPMS).

  Performs Technical Surveillance Countermeasures (TSCM) surveys.

  Performs Technical Surveillance Countermeasures (TSCM) equipment inspections.

  Perform in-conference monitoring.

  Advise and assist personnel on matters of technical security policy, procedures, and regulations.

  Complete written reports and security briefings.

  Research and evaluate facility construction, physical security measures, and intrusion detection systems, and provide protective and preventive technical advice and assistance to protect classified information.

  Conduct analysis and recommend solutions to various complex technical surveillance, counter-surveillance detection, or other technical vulnerabilities.

  Provide advice and education to personnel on matters of technical security policy, procedures, and regulations.

  Stay current with technological advances and current thinking in their areas of responsibility and look for ways to apply the latest technologies to improve security programs.

  Interface with various contractor personnel to ensure security is maintained in compliance with DOE security requirements.

  You Must Have:

  U.S. Citizenship to obtain US Department of Energy "Q" level security clearance.

  Minimum 5 years of experience in Technical Security or comparable technical activities, including application of engineering principles and technology to complex technical assignments.

  Minimum 1 year of experience as a U.S. Government TSCM technician.

  Bachelor's degree in Engineering or Physical Sciences with a minimum of 30 semester hours of electronic-related courses, OR Associate's degree in electronics field with 2 additional years of equivalent work experience, OR Completion of an electronics program from an accredited vocational school with 2 additional years of equivalent work experience, OR Completion of military-technical electronics school with 2 additional years of equivalent work experience, AND Graduation from Federal TSCM Fundamentals Course (ITC) with 3 additional years of equivalent work experience and successful completion of continuing education to maintain certification.

  Experience in RF measurements and design.

  Advanced knowledge of, and experience-based familiarity with, information security practices required to establish and maintain system integrity for safeguarding classified information in a secure environment.

  Advanced knowledge of the DOE Orders and Manuals defining security program requirements.

  A motivated individual who can work with minimal effort, providing independent action and decision-making skills.

  Ability to perform or oversee research, selection, modification, design, maintenance, and/or the development of Technical Security equipment and systems

  Ability to identify the appropriate level of team interactions necessary to resolve an issue and actively participate in collaboration and/or meetings.

  Ability to manage multiple tasks/projects with competing deadlines and priorities.

  Excellent communication skills ·written and verbal, including the ability to document information and data clearly and concisely to either technical or non·technical audiences.

  Ability to meet all basic physical requirements of the TSCM certification with or without accommodation. Perform activities during sustained periods of intense concentration, working with electrical hazards, under adverse weather conditions, and in confined and restricted spaces.

  Ability to climb and work at heights; lift and carry heavy loads; ability to distinguish colors and read codes on electronic components; Stoop, kneel, crouch, or crawl as required.
