About Sr Project Manager, Buildings Strategy and Planning

New York is leading the nation in the fight on global climate change and the transition to a clean energy-powered economy. The Climate Leadership and Community Protection Act (Climate Act) has created the most aggressive climate change goals in the nation and requires an ambitious agenda that blends proven catalysts with innovative approaches while operating across a broader energy arena that is rapidly evolving. New York State Energy Research & Development Authority (NYSERDA) is a driving force in realizing this agenda. NYSERDA works with stakeholders that span residents, business owners, developers, community leaders, local government officials, universities, utilities, investors, entrepreneurs, and more, to develop, invest, and foster conditions that:

Attract the private sector capital investment needed to expand New York’s clean energy economy.

Overcome barriers to using clean energy at a large-scale in New York.

Enable New York’s communities and residents to benefit equitably from energy efficiency and renewable energy.

  Job Overview

The Senior Project Manager will have an integral role in supporting the broader planning and implementation of the Clean and Resilient Buildings (CR&B) portfolio, including developing key strategies to guide portfolio implementation, tracking and evaluating portfolio-level progress, leading or liaising with other key internal or external groups to conduct important studies to help shape building programs and strategies, and supporting the Senior Advisor for Clean and Resilient Buildings with special assignments and initiatives as needed.

  Primary Responsibilities

Support the development, tracking and regular updating of the Clean and Resilient Buildings strategy and implementation plan, as well as other buildings or NYSERDA-level strategic planning and outlook documents including long term planning for resiliency.

Work with the Senior Advisor for Clean and Resilient Buildings and CR&B Team Leads to develop and implement a consistent process to plan, evaluate and adjust the strategy and implementation of buildings programs at the portfolio level, including by segment (e.g., single family housing, multifamily housing, commercial, institutional, industrial and agriculture, etc) and by specific initiative/program. Key tasks include consolidating data, identifying key performance metrics/indicators, and tracking progress over time to identify key strengths, emerging opportunity areas, constraints and gaps. Coordinate incorporation of and alignment with key data from other internal NYSERDA groups (e.g., Performance Management, Energy and Environmental Analysis) that intersect with building programs, strategy and analysis to ensure consistency and utilization of common data sources and approaches where appropriate.

Manage and coordinate a buildings research and market insights agenda, including working cross-collaboratively with other CR&B teams and other business units at NYSERDA to identify key research needs and develop a plan to meet those needs on an annual basis, along with serving as the key point person on buildings-related analyses at NYSERDA and managing studies directly as relevant.

Conduct ongoing research and engage with key external stakeholders to understand and identify opportunities to adapt best practices in energy efficiency, market development, LMI, and building decarbonization programs and policies to the NYSERDA and New York State context, with a focus on how best to design programs for scale

Coordinating and tracking of high-level buildings workstreams across federal funding opportunities, financing initiatives, program planning and implementation, legislation, codes and standards, and consumer awareness/marketing

Develop a robust and reliable network of subject matter experts and organizations that NYSERDA can leverage to shape building strategy, programs and planning.

Represent NYSERDA in public forums and speaking engagements

Represent NYSERDA at meetings and events with external stakeholders

Contribute to a team culture of openness and collaboration

Support Senior Advisor as needed on special assignments or special projects

Perform other responsibilities as assigned, including supporting timely responsiveness to executive-level requests

  Minimum Qualifications

At least five to seven years of experience working in the buildings planning and/or building decarbonization space, with a strong understanding of portfolio planning, building energy systems and technologies, energy efficiency and decarbonization approaches (e.g., electrification, low-carbon fuels, thermal energy networks, storage, etc.).

Strong familiarity with Excel and/or Tableau and basic data analysis skills. Skills in Geographical Information Systems (GIS) or other mapping platforms a plus.

Effective and clear written and verbal communication skills, including in meetings, in presentations (e.g., PowerPoint), and for emails and other written products. Proven ability to translate technical discussions to a more general audience.

Proven experience or ability to think strategically in the context of longer-term planning, but also with the ability and curiosity to dig deep into specific programs and initiatives and follow a data-driven approach to identify key trends and opportunities

Proven experience or ability to work collaboratively with other teams to deliver key work products that incorporate multiple perspectives

Strong project management skills with the ability to set priorities, develop and execute on a workplan, and balance research and analysis with ongoing internal team and external stakeholder engagement.

Interest in and strong ability to stay very organized with time management and planning skills to successfully handle multiple projects simultaneously and meet deadlines in a fast-paced environment

Ability to work independently and cross-functionally with other teams

Proficiency in MS Office Suite (Excel, Word, PowerPoint)

Ability and willingness to travel across New York State

  Additional Qualifications

Preferred: A Master’s degree, particularly in policy, public or business administration, architecture, real estate, urban planning, or related field, 5-7 years’ experience in building planning, energy efficiency or a related field, and strong data analysis skills.

Required: A bachelor’s degree, at least 7 years of experience in building energy efficiency, portfolio or strategic planning, or a related field, and strong data analysis skill
