Kadiak, LLC, a Koniag Government Services company, is looking for a Software Developer IV with a Top Secret Clearance to support Kadiak and our government customer in Washington, DC. This is a hybrid opportunity.

The Software Developer IV will a ssist AF with their daily maintenance and analysis of Information Technology (IT) Systems Administration, Network Engineering, Web/Database Development and overall IT Program Management. Specific knowledge and background supporting US government IT systems, preferably DoS user groups, throughout the continent of Africa.
Primary Responsibilities:
Review Mission Resource Requests (MRR) submissions from all 50 AF posts, assisting Bureau management with determining a prioritization of IT position requests.
Determine valid mission critical requirements based on current and projected needs and formulate into the overall Bureau Resource Requests (BRR).
Organize and conduct briefings on IT topics at Management Officers (MO), Chiefs of Missions (COM) and Deputy Chiefs of Missions (DCM) Conferences. Shall be capable of supporting one on one consultations/briefings with each DCM and MO, and COM in EX prior to departure for post
Provide consultations to each Foreign Service IMer before assuming duty in the field, to address issues related to their respective posts and provide general consultations about Bureau activities related to IT.
Present AF policies and issues to all new-hire IM classes and all IRM Trade Craft participants on an as needed basis.
Travel to Africa missions to meet with principals, management staff and IT staff.
Manage schedule and designate tasks for IT rovers, both direct hire and locally employed staff.
Attend Executive Office in intra and inter agency IT meetings.
Assist bureau management with budget planning and preparation for all IT related matters, both domestically and overseas.
Review and suggest changes for IT budgets for all AF posts.
Develop, implement, and manage IT projects related to new embassy moves, existing location network expansions, server and desktop operating system migrations, tail circuit installations.
Attend all senior management IT meetings and report results to the bureau’s Executive Director.
Plan and support migration of systems to new releases.
Knowledge, Skills, and Abilities:
Demonstrated experience with DoS budgeting and forecasting for overseas posts’ IT expenditures.
Demonstrated experience with conference IT preparations and administration.
Demonstrated experience with presentations to large groups of senior management on IT topics.
Demonstrated experience in server administration with Windows Advance Server 2003/2008.
Demonstrated experience with Network Appliance Filers.
Demonstrated experience with Cisco Aironet bridges.
Demonstrated experience with KnowledgeLake Enterprise Content Management.
Demonstrated experience with EMC’s Data Domain Restorers.
Demonstrated experience with EMC’s Avamar software and hardware.
Familiarization with overseas post operations and networks.
Demonstrated experience with SharePoint 2010.
Demonstrated experience with SharePoint Designer and familiarity with Nintex.
Demonstrated experience with Cisco switches and routers.
Demonstrated experience incorporating JAVASCRIPT, VBSCRIPT, ASP, HTML, and other coding languages into the development of interactive web pages.
Knowledge of SQL.
Basic knowledge and experience with personal computers running Windows 7.
Experience with PC workstation operations in a Microsoft Office environment including MS Internet Explorer, FrontPage, MS Word, EXCEL, Outlook, Access, PowerPoint, etc., as well as knowledge of XP system internals such as the registry.
Demonstrated knowledge of Tandberg and Polycom DVC equipment.
The ability to communicate technical as well as non-technical information clearly, both orally and in writing.
Bachelor degree required or at least ten years of combined degree and systems experience. Preferred Master degree in information systems field and at least 15 years’ experience.
Specific knowledge and background supporting US government IT systems, preferably DoS user groups, throughout the continent of Africa is required.
Must be a US Citizen with a current/active Top Secret clearance and be capable to obtain and maintain Top Secret/SCI Level Security Clearance.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
