ORGANIZATIONAL PROFILE: http://www.mass.gov/courts/admin/judicialinstitute.html Notes: *This position is designated as management position and is covered by the Trial Court Personnel Policies and Procedures Manual *Position Summary: The Senior Training and Program Manager (STPM) serves as a key member of the Judicial Institute management team providing experience and best practices in assessing training and professional development needs across an organization. The STPM has an integral role in assisting, developing, designing, delivering, evaluating, and improving both in-person and online continuing professional education programs, training, and other professional development opportunities for an organization, utilizing experience and skill to benefit judges and court personnel across the Massachusetts Trial Court. The STPM will have a demonstrated track record in professional education, policy development, project management, supervision skills, effective communication, and implementation of innovative approaches to learning, looking beyond current practices to create new and more effective ways of promoting and delivering learning and professional development opportunities. The successful candidate will work collaboratively with and in close support of the Director of Judicial Education, Deputy Director for Curriculum Development & Planning, and Deputy Director for Training Operations. The STPM will work closely with other Senior Training & Program Manager(s) to lead, support and mentor Program Managers and other staff working within the Judicial Institute. Supervision Received: *Reports to the Deputy Director for Curriculum Development & Planning and receives general supervision in performing duties that require a high degree of independent judgment and initiative. *Duties: • Develops, designs, and delivers engaging learning and professional development experiences addressing high level and complex training issues that advance the court’s mission and strategic priorities, by establishing clear learning objectives for the target audience, using strong instructional design techniques, producing learning content that reflects adult and workforce learning and development techniques and best practices; • Identifies and engages faculty and conducts faculty development programs; • Collaborates effectively with a wide variety of stakeholders in the learning and professional development arena, both within and external to the Trial Court; • Facilitates in-person, online, and blended planning committee meetings and working groups; • Creates and prepares educational materials, publications, and resources, making appropriate content available online; • Works collaboratively with Program Managers, the LMS Administrator, eLearning Instructional Designer, and all JI staff to deliver content; • Provides assistance, vision, support, and inspiration to Program Managers regarding curriculum development, planning and delivery; • Supports, trains, mentors, and assists JI Program Managers in developing, delivering, evaluating, and improving educational programs and related learning materials, publications, and products; and in building individual and department capacity; • Provides fiscal oversight of all program-related expenses and ensures compliance with fiscal and legal protocols in the areas of bidding, contracts, and budget; • Develops effective learning metrics and performs insightful analysis to drive decisions about program development, delivery, and improvement; • Identifies the best learning modalities to deliver effective learning experiences for managers; and identifies appropriate learning vendors to assist in program design and delivery, if applicable; • Establishes and maintains positive working relationships with all members of the Judicial Institute team, and with all partners and stakeholders in and outside the organization; • Develops assessment strategies to measure management and other program success; • Monitors trends in Judicial Branch education, participates in programs to stay current in the industry, continually assessing the impact of changes in law, practice, procedure, policies and protocol on the training and education needs of Judicial Branch personnel; • Completes in a timely manner all tasks, report writing, communications, data collection and production, and all other matters assigned by the Director or Deputy Directors; • Works collaboratively and in close coordination with the Director and Deputy Directors as part of an integrated leadership team; • Performs all other related duties and tasks assigned by the Director or Deputy Directors. Minimum Requirements: These are the minimum requirements necessary for the position of Senior Program Manager: Bachelor’s degree business administration, human resources management, education, law or related field and 6 years’ experience in the development & delivery of continuing professional education, 3 years of which should include curriculum development experience; or an equivalent combination of education and experience. A graduate degree in education or law is preferred.
