The Massachusetts Department of Public Health (DPH) seeks an applicant with strong epidemiologic methodologic skills, a deep understanding and demonstrated commitment to operationalizing a leading with race framework, strong project management abilities, and excellent oral and written communication skills to fill the position of Senior Tobacco Epidemiologist (Epidemiologist II) and oversee evaluation efforts focused on tobacco use prevention, secondhand smoke exposure, and cessation for the Massachusetts Tobacco Cessation and Prevention program (MTCP). This position will work collaboratively with MTCP staff and programs as well as other internal programs and colleagues to eliminate institutional and structural racism and all other forms of oppression that lead to health inequities, especially as it relates to commercial tobacco-related inequities. The individual is expected to: * provide a structural analysis of systemic and historical racism and resulting health inequities and apply this lens to their work * generate testable hypotheses for evaluating program initiatives including anticipated short, mid and long term outcomes and to work closely with program staff to plan and execute evaluation efforts * analyze key surveillance and clinical datasets (including BRFSS, YRBS, YHS, retail data, MDPHnet, quitline, case-mix, etc) to generate accurate and relevant data and evidence that inform programmatic decision-making * lead the collaboration with program and evaluation staff to set evaluation priorities, plans, and deliverables (including dissemination products such as factsheets, reports, maps, and manuscripts) for each fiscal year * provide supervision and mentorship to junior staff and interns as applicable, including the Tobacco Epidemiologist I * serve as the main contact and facilitator for bureau, departmental, and external data requests and data projects that involve tobacco-related data. _Duties and Responsibilities (these duties are a general summary are not all inclusive):_ * Work closely with the Epidemiologist III and MTCP program staff to develop specific frameworks, logic models and methods for conducting both process and impact evaluations of programs and interventions. * Work closely with the Epidemiologist III and MTCP program staff to develop a framework for analyzing, presenting, and contextualizing data highlighting racial and health inequities to deepen program understanding of root causes, use data to inform health equity approaches in programming, and educate and inform key stakeholders, including the public, on these issues. * Analyze key surveillance and clinical datasets (including BRFSS, YRBS, YHS, retail data, quitline, MDPHnet, case-mix, etc), including disaggregation by geography, demographic, and SDOH measures where appropriate to generate accurate and relevant estimates and trends. * Actively provide evaluation input and support to MTCP program staff in routine strategic planning and decision-making. * Oversee the development of new evaluation tools and new evaluation projects that align with programmatic priorities and MTCP’s mission to work with historically oppressed communities and reduce tobacco-related racial and health inequities. This includes development of data collection instruments such as questionnaires and surveys, conducting literature reviews to contribute to evidence-based decision-making, procuring and overseeing contracts for select evaluation projects to expand in-house capacity, and performing new analysis and leveraging new software that will enhance existing program work. This can also include identification of new surveillance data sources and working with the Epidemiologist III and program director to procure new datasets. * Lead evaluation components of the national tobacco control program grant, including working closely with program and evaluation staff toset annual evaluation priorities, deadlines, and target deliverables. This includes annual performance measures and evaluation reports, as well as data documents such as factsheets and reports, abstracts, publications and presentations for information sharing with field staff and external stakeholders (i.e. conferences, workshops, forums). * Work closely with program and evaluation staff to set annual evaluation priorities, deadlines, and target deliverables. This includes data documents such as factsheets and reports, abstracts, publications and presentations for information sharing with field staff and external stakeholders (i.e. conferences, workshops, forums). * Support, respond to, and build capacity of MTCP-funded field staff and local programs to utilize data, interpret research, and/or conduct evaluation. * Engage internal staff, local programs, and communities in evolving research, and evaluation tools and projects. * As the lead tobacco epidemiologist, engage in and foster relationships with external entities, including the CDC, research partners, and other agencies and groups interested in understanding and/or collaborating with MTCP on tobacco-related evaluation and research work. * Serve as project leader for contracts with evaluation vendors. * Oversee data confidentiality, security, analyses, reporting and monitors quality control for all community health and tobacco use prevention and cessation -related data. * Oversee bureau, departmental, and external data requests and data projects that involve tobacco-related data to ensure that requests are responded to in a timely and appropriate manner. * Supervise and mentor the Epidemiologist I, review work, determine training needs, and facilitate professional development and growth. * Participate in key meetings, internal and external working groups, and conferences such as BCHAP/OSE staff meetings, BCHAP Racial Equity Movement Blueprint workgroups, BCHAP Community Health Equity Initiative Advisory Groups, MTCP implementation groups, communities of practice, other DPW/BCHAP/DPH collaborations, national/CDC networking groups, and local and national conferences. * Performs other related duties as requested. Required Qualifications: * Experience working in collaboration with clinical and community-based partners on evaluation design, data collection, and application of evaluation findings. * Experience designing data collection tools for evaluations and quality improvement projects of clinical and community-based programs. * Experience conducting analyses of complex datasets, including EMR data, survey data, and other population-based data sources. * Excellent oral and written communicator with experience presenting data to diverse audiences via poster or oral presentations. * Experience in developing and reviewing data documents including briefs, factsheets, literature reviews, and other dissemination products for policymakers, community partners and lay audiences. * Demonstrated ability to simultaneously manage multiple projects and work collaboratively to lead a team in strategizing, prioritizing project outcomes, and problem solving. Preferred Qualifications: * Demonstrated understanding of and commitment to health and racial equity. * Strong background in and an understanding of public health evaluation and development of logic models, including the evaluation of community-level policy and environmental interventions. * Knowledge of current research, policies, programs and evaluation in the field of tobacco control. * Proficient in statistical analysis using SAS of key surveillance datasets, including BRFSS, YHS, YRBS and advanced techniques such as small area estimation. * Strong background in use of mapping and data visualization software such as ArcGIS, Tableau, and other tools. * Working knowledge of Microsoft ACCESS or other database management software. * Have a willingness to learn new datasets, software or statistical skills (e.g. administrative datasets, propensity scoring, cost-effectiveness modeling, etc). * Demonstrated experience leading contracting processes. * Strong written and verbal communication skills and experience. * Experience writing and publishing peer-reviewed manuscripts. * Ability to source and synthesize multiple forms of information and data.
