Minimum Qualifications Minimum QualificationsBachelor’s degree; minimum seven years’ relevant mechanical and electrical engineering experience with complex building and/or facilities construction. Must be licensed and registered in NYS as a Professional Engineer. Must possess a valid driver’s license.Preferred QualificationsBachelor's degree in Engineering, plus seven years relevant post-license experience. Knowledge of the design and construction of educational, hospital and courthouse facilities and an understanding of complex design and construction related issues associated with mechanical and electrical engineering disciplines. Experience with PMWeb and other construction industry related software applications.Essential Skills• High degree of technical proficiency and expertise.• Knowledge of design and installation of mechanical and electrical building systems and their components.• Knowledge of applicable National, State and Local codes and standards. • Experience in all aspects of trade work from design to installation and witness testing.• Demonstrated ability to work independently and as part of a project team, and exercising sound judgment.• Demonstrated analytical and conceptual skills.• Excellent oral and written communications skills.• Comprehensive knowledge of management principles.• Ability to supervise, mentor and guide staff.• Proficiency in PC applications such as Outlook, Excel, Access, Word and PowerPoint.
Duties Description Primary PurposeThe Senior Technical Advisor oversees and manages the development of Assistant Engineers in the mechanical and electrical disciplines and other technical staff; act as a mentor, responsible for the supervision, training, and development of staff as assigned; manages highly technical engineering projects; provides periodic training and industry updates to the Upstate Design & Construction Department; provides high level technical expertise on a variety of DASNY projects. Essential Functions• Act as lead mentor for mechanical and electrical technical staff; provide guidance and support and assist in professional development, problem solving and career growth.• Develop and implement training programs and materials to enhance the skills and knowledge of Assistant Engineers in the mechanical and electrical disciplines and other technical staff.• Serve as liaison with Human Resources; analyze technical staffing needs, identify and/or develop recruitment and retention strategies for mechanical and electrical engineering staff.• Develop and present information on at least an annual basis to the Construction Division regarding building code changes/updates, Executive Orders, changes in market conditions or material lead times, new technology and/or system advancements, etc. as related to the mechanical and electrical engineering disciplines• Assist in the development, compilation, and distribution of technical data program wide as related to the mechanical and electrical engineering disciplines.• Assist in the resolution/settlement of technical disputes/differences or claims as needed. Navigate highly complex design and construction situations including but not limited to recommended assignment of solutions and liability.• Correct any performance issues and contractual issues with DASNY vendors.• Train and become fluent in usage of PMWeb and understanding of DASNY’s data available.• Develop and monitor performance measures and unit goals and objectives. • Represent DASNY as external subject matter expert at conferences, speaking engagements, trade associations, etc.• Participate in project audits on select projects.• Review consultant engineering design work.• Perform independent, in-depth investigations of specific problems including engineering analysis and recommendations.• Consult with regulatory agencies regarding interpretations and applications.• Ensure compliance with applicable building code requirements and New York State Building Code Special Inspection requirements.• Review highly technical designs, plans, specifications, addenda and change orders.• Review highly technical architectural/engineering reports and studies.• Provide technical assistance and recommendations to unit staff, Project Management staff and client representatives.Other Duties and Responsibilities• Train and evaluate employees.• Cultivate and promote an environment for knowledge sharing and continuous learning/improvement.• Develop, document and implement policies and procedures.• Assess, develop and implement internal controls, and oversee the review and testing of same.• Undertake special assignments as directed.• Must maintain regular attendance in accordance with DASNY attendance and leave policies.• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).SupervisionSupervision of employees is required. Physical/Mental/Visual DemandsTravel may be required, using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and other work safety hazards (chemicals, fumes, etc.) of a construction site. Requires time-pressured decision-making. Must be able to work overtime or extended work hours as needed.Work EnvironmentOfficial station is a standard office environment, including the use of one or more of the following: PC, printer, copier, electronic stapler/hole punch/date stamp, telephone, fax machine, shredder, scanner. Requires the use of field equipment to conduct site visit observations and associated testing.
