Description

　　SAIC is seeking a Senior Technical Targeter experienced in Identity Intelligence to support building targeting packages ranging from simple quick-turn RFI responses to highly-detailed and complex long-term projects centered around revealing identities of foreign actors and/or organizations. Must have a strong background in the drafting cables and CIRs. It is expected of this position that the right candidate will be an expert in targeting methodologies, biographic data types (both open-source and internal Sponsor data), and the full suite of targeting tools.

　　Responsibilities include:

　　Conduct all-source analysis from multiple data sources to resolve identities, build out profiles and patters of activities

　　Efficiently provide work progress document findings and highlight impact

　　Efficiently tailor and communicate findings to a wide variety of audiences

　　Conduct analysis of mobile phone selectors and deliver report results

　　Develop new analytics and visualization methods based upon mobile application profiles and selectors, to include data stream correlation and pattern of life analysis

　　Support operational taskings

　　Qualifications

　　Required Qualifications:

　　Active TS/SCI with poly

　　Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.

　　Minimum of six (6) years’ experience in targeting and/or working analytic issues within the IC, U.S. military, commercial industry, or other federal/state/local government agencies

　　Demonstrated comprehensive understanding of technical targeting

　　Minimum of six (6) years’ experience in SIGINT targeting and analysis, including in-depth knowledge of networks

　　Minimum of six (6) years’ experience in creating targeting packages and/or brokering targeting requirements between Sponsor offices

　　Minimum of six (6) years’ experience conducting name traces and/or targeting of individuals and organizations

　　Demonstrated experience using commonly available targeting tools

　　Desired Qualifications:

　　Minimum of 2 years of experience working with Sponsor analytic in C2S

　　Minimum of 2 years of experience working with other IC partners to jointly develop capabilities in analytics and non-traditional selectors

　　Advanced degree in engineering and scientific discipline with relevance to identity intelligence and analysis
