  We currently have and exciting opportunity for a Senior Manager, Procurement that will be responsible for leading and overseeing the organization’s procurement process in accordance with established policies and procedures. Reporting to the Senior Director, Strategic Risk & Resilience, the successful candidate will work closely with senior leaders and managers responsible for procuring goods and services in their program or functional areas. The Senior Manager, Procurement will lead and manage the development, implementation, and continuous improvement of MODC’s procurement policies and processes, in alignment with Ontario’s Procurement Directive. The Senior Manager, Procurement serves as subject matter expert and support hub for procurement, advising, guiding and working with managers across MODC on procurement planning, RFx processes ensuring continuous improvement in procurement performance across MODC.

  Role and Responsibilities

  · Develop, manage and advance MODC’s Procurement plan, providing guidance and executing procurement strategies to meet business/organizational objectives.

  · Manage and steward MODC’s procurement policy, handbook, and other tools, includes RFP cycle, strategic sourcing, preferred vendor program, ensuring integrity of procurement processes in keeping with evolving best practices.

  · Leverage deep knowledge of vendors and the marketplace to advise teams on options and procurement strategy.

  · Guide and coach leaders, managers, employees on procurement policy, directive, trade agreement requirements.

  · Assess and continuously monitor standards and align policies pertaining to procuring of goods and services.

  · Lead planning and managing of RFP pipeline to meet business and organizational objectives working closely with leaders and senior managers across programs and shared services.

  · Research and evolve policies and practices for procuring goods and services nationally, identifying enhancement opportunities, developing and implementing process efficiencies for continuous improvement,

  · Monitor and address evolving trends and issues including supply chain risk, ESG/sustainability.

  · Monitor ERP/system activity for adherence to procurement policy and procedures and close gaps working closely with program area managers to enhance procurement policy performance.

  · Prepare annual reporting for the Senior Director and Management and periodic (PAR) reporting in keeping with provincial requirements.

  · Guide and coach Procurement team member(s).

  Risk & Resilience Team

  · Contribute towards a strong Risk & Resilience Team and One Team Culture fostering inclusive spaces, supporting behaviours for learning and engagement for Risk & Resilience & Procurement-led capacity building and change initiatives.

  Qualifications and Experience

  · University undergraduate or master’s degree, and supply management diploma or working towards the PSPP (Public Sector Procurement Program) certification.

  · Minimum 5 years experience in managing procurement and related processes, with in-depth knowledge of Broader Public Sector Directive a strong asset.

  · Extensive experience in RFx, procurement process development and implementation.

  · Proven ability to understand business issues quickly, exercise good judgment in providing timely and practical procurement advice to address and resolve complex issues, working effectively at all levels of the organization.

  · Excellent planning and organizational skills with superior attention to detail to successfully manage multiple procurement projects at different phases to meet strict deadlines.

  · Demonstrated ability to build and maintain positive relationships, ability to influence internal/external stakeholders.

  · Excellent oral and written skills to develop policy, procedures Strong communication and written skills.

  · Advanced command of various computer applications, including procurement, vendor/ supplier contract systems, Microsoft Word, Excel and PowerPoint.
