Job Description:
This role/position is specific to the Jazan program, KSA.
Responsible for providing Engineering Department with the required contract administration activities and assigned pre-award contract administration functions. Provide technical guidance to the Engineering Department, including design type contracts, contract preparation, evaluation, negotiation and award of public works, operations & maintenance, consulting studies. Responsible for protecting the Royal Commission and Company interests in all contractual matters.
What You’ll Be Doing:
Administration of on-going Contracts, including monitoring Contractor and Client compliance with the Contract documents.
Preparation, Review and Approval of Work Orders including verification of inclusions, terms, cost limits, and contractual and procedural compliance.
Preparation and coordination of formal communication with 3rd parties, including Design Consultants, Contractors, Sub-Contractors and Governmental agencies.
Liaise with all stakeholders within the Client’s organization to ensure receipt of process relevant input and ‘buy-in’ as applicable.
Review and respond to Contractor and Sub-Contractor claims in accordance with the provisions of the Conditions of Contract and ensure the Client’s interests are protected.
Preparation of Contract Change and Variation Orders.
Preparation of bespoke Sub-Contract and Supplier agreements for minor on-site requirements on a needs basis.
Facilitate contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to final payment to contractors and sub-contractors.
Ensure all time-barred registrations and documentation, such as warranties, bonds, insurances, guarantees, are in place and maintained and updated in accordance with the Contract and are in compliance with the Contract requirements.
Periodic Performance Evaluations for Contractors and Sub-Contractors in coordination with relevant stakeholders.
Review and approval of Contractor Invoices including verification of inclusions, ensuring costs and quantities are documentarily supported, and compliant with contractual and procedural requirements.
Tracking of Invoices status through Client internal processes and Ministry of Finance Payments Platform.
Cash-Flow Monitoring and Forecasting (Requested vs Awarded vs Consumed budget), and preparation of Budgetary Requisitions.
Preparation of technical Request for Proposal (RFP) Packages in compliance with the KSA New Unified Procurement Laws and ETIMAD portal requirements, including coordination with Local Content and Government Procurement Authority (LCGPA).
Ensure congruence of Scope, Deliverables, and Payment Terms of work packages prior to issuance to bidders.
Soliciting proposals for work packages from multiple bidders, including preparing responses to bidder queries in coordination with relevant stakeholders.
Review of received proposals, and preparation of comparative assessment for Client review and approval.
Preparation and / or review of bespoke agreements where required to facilitate works package award.
Providing updates and data for Governmental Reports and Performance Monitoring Systems.
Perform other duties as assigned by the Contracts Manager, Engineering Projects Section Manager or Director of Engineering Department.
What Required Skills You’ll Bring:
Bachelor’s Degree in Engineering, Quantity Surveying, Construction Management or related field from recognized University.
Applicant should have a minimum of (10) years of experience in Engineering and Infrastructure contracts, including pre-award contract administration, and procurement with emphasis on administration activities which includes design, consulting studies, infrastructure projects, public works, and large value infrastructure type construction contracts.

Must have excellent writing skills Attention to detail and accuracy in work.
Must also be computer literate and skilled in the use of MS Office, (MS Word, MS Excel, MS PowerPoint) for word processing and presentation of spreadsheets, and use of other analytical software tools.
