Job Description
Turner & Townsend is seeking a Senior Cost Engineer to work with our Infrastructure team. The role will work under general direction of our client's Capital Cost Section Lead and the Project Financial Director.
Part of a team responsible for financial, budget, cost management, and reporting.
Project/sub-program and systems level oversight.
Providing accurate and timely cost/budget/forecast reporting.
Verifying changes are properly reflected in the cost forecast and assessing impact on contingency, escalation and cash flow.
Analyzing variance in cost and schedule and recommend corrective actions.
Identifying trends and deviations and report to the Cost Lead.
Recommending solution and recover plans to address schedule and cost impacts.
Monitor the status of the allocation and expenditure of project commitments.
Assisting Program Cost Lead with cost forecasts and funding that conforms to the Program Cost.
Proficient in EcoSys Cost Management System.
Work with the PCM's and provide EcoSys remaining program budgets; this requires file export from EcoSys and configure into an excel workbook monthly to allow processing of change orders and all other budget requests.
Work with Contract Managers for any item going to BOC and process budget tables and 202 forms.
Work with PCMs on monthly change order budget requests. Inform CFO and Cost Control Lead of CO items over $20M or credits back into contingency for proper reporting at all levels.
Process 202 budget requests from other departments within the HSR program and coordinate with other cost team members to support budget requests needs.
Process and issue monthly FY forecast report to report unit and cost team and FINO for further processing.
Create missing 202 forms for the contract donors.
Train contract manager how to properly complete 202 forms.
Cross train financing staff on how to complete budget table and 202 forms.
Identify incomplete accruals, and FY overspent.
Track, maintain and report the program contingency on the CP1, CP2/3, and CP4 projects.
Work with the PCM’s for each of the CPs and produce monthly reporting to Risk, the Reporting unit, FINO for Cap Outlay report, and Contingency Executive Summary to Dennis for further processing and report to the CFO.
Identify incomplete accruals, and FY overspent.
Maintain and report the program contingency on the CP1, CP2/3, and CP4 projects.
Work with the PCM’s for each of the CPs and produce monthly reporting to Risk, the Reporting unit, FINO for Cap Outlay report, and Contingency Executive Summary to Dennis for further processing and report to the CFO.
Incorporating, Analyzing, verifying the cost budget and forecast data through coordinating with different disciplines.
Identifying trends and deviations and report to the Program Cost Lead.
Recommending solution and recover plans to address schedule and cost impacts.
Assisting cost manager with cost forecasts and funding that conforms to the Cost Management Plan.
Coordinating with Regional Project Controls for required project-level reporting. Maintaining up to date
data in cost management system.
Qualifications
Technically strong in project cost planning and reporting.
Familiar with construction projects phases and disciplines.
Ability to use analytical techniques to provide Cost analysis and provide solutions.
Preferred Experience:
Bachelor’s Degree in Accounting or Engineering with a specialization in Cost Control related training.
Proficient in Cost Management System (EcoSys).
4+ years financial and reporting experience; expert level data analytics skills; knowledge of and experience in governmental accounting.
Expert level Excel skills including pivot tables, XLOOKUP’s, Power Query, analysis, reconciliations, reporting, and creation of ad hoc reports.
FI$Cal (Hyperion, PeopleSoft) desired.
Excellent analytical and critical thinking skills with the ability to solve problems.
Familiar with Transportation projects.
Additional Information
The salary range for this full-time role is $100K-$175K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
